Quick answer

Where these figures come from
About these figures: the numbers below come from PSA's official published sources: PSA | Marriage Certificate (https://psa.gov.ph/marriage-certificate, retrieved 2026-08-31); PSA Serbilis (https://www.psaserbilis.com.ph/, retrieved 2026-08-31); PSA | Birth Certificate (https://psa.gov.ph/birth-certificate, retrieved 2026-08-31). Agencies change fees and rates without notice, so confirm with PSA before you rely on them. Last verified: 2026-08-31.
A PSA marriage certificate goes through the same machinery as a birth certificate: the same outlets, the same online channels, the same couriers. What differs is who is entitled to ask for it and what PSA charges for the related CENOMAR.
The three routes
| Route | Where | What it needs |
|---|---|---|
| Walk-in | Census Serbilis Centers | An appointment booked at appointment.psa.gov.ph |
| Online, for delivery | psaserbilis.com.ph or psahelpline.ph | Ordering online, delivered anywhere in the Philippines or abroad |
| Post or email | By conventional post | The certification is returned by conventional postal service |
Published fees
| Document | Viewable online copy |
|---|---|
| Birth certificate | ₱130.00 |
| Marriage certificate | ₱130.00 |
| Death certificate | ₱130.00 |
| CENOMAR, Certificate of No Marriage Record | ₱185.00 |
| CENODEATH, Certificate of No Death Record | ₱185.00 |
| Electronic Endorsement Request Form | Free of charge |
The ₱55.00 gap between a marriage certificate and a CENOMAR is worth noting if you are unsure which one you need: a marriage certificate proves a marriage happened, a CENOMAR proves none is on record.
| Term of the viewable online copy | What PSA Serbilis publishes |
|---|---|
| How long it is viewable | 60 days, through an access code |
| Where you pay | Any PSA CRS outlet, with personal appearance required |
| If you pay elsewhere | Requests not paid at a PSA CRS outlet will not be processed |
| Printed copy on security paper | Through the DocPrint service at a CRS outlet, within the 60-day validity |
On the price of an ordinary delivered copy, this guide states nothing. PSA does not publish it on the pages read on 31 August 2026, and PSA Serbilis’s payment and FAQ pages did not render their content when read. The current figure appears at checkout.
Who may request one
PSA Serbilis publishes the entitlement rule for civil registry documents generally.
| # | Who may request |
|---|---|
| 1 | The owner themselves, or a duly authorised representative |
| 2 | Their spouse, parent, direct descendants, guardian or institution legally in charge, if a minor |
| 3 | The court or proper public official, whenever absolutely necessary in administrative, judicial or other proceedings to determine the identity of a person |
| 4 | In case of the person’s death, the nearest of kin |
Its ordering rules narrow that further in practice. You may order copies of your own marriage certificate and the marriage certificates of your parents, and of your spouse if you are married or widowed. You are required to indicate your own sex, civil status, date of birth and parents’ names before selecting the certificate type.
For birth certificates specifically, Article 7 of the Child and Youth Welfare Code adds a confidentiality clause with a penalty of imprisonment of at least 2 months or a fine not exceeding ₱500, or both. The PSA birth certificate guide sets that out.
If someone else collects it
| # | What you submit |
|---|---|
| 1 | Your signed authorisation letter or Special Power of Attorney, stating the facts of the requested documents, the number of copies and the purpose |
| 2 | Your valid ID with photo and signature, including the National ID |
| 3 | Your authorised representative’s valid ID with photo and signature, including the National ID |
PSA Serbilis notes that in certain cases additional proof of relationship must be presented on release, such as an authorisation letter, Special Power of Attorney or court order.
If PSA has no record
PSA issues a Negative Certification where no record is found. PSA Serbilis publishes an Electronic Endorsement Request Form, free of charge, which you fill out online, print, and present to the concerned Local Civil Registry Office together with the Negative Certification.

Where a marriage certificate is asked for
It turns up constantly across the other agencies on this site, which is why holding a current copy saves repeat trips.
| Where | What it is for |
|---|---|
| DFA passport renewal in Hong Kong | A PSA or NSO marriage certificate is required to adopt or use a husband’s surname, and a marriage certificate plus a death certificate for a widow |
| DFA passport renewal in Dubai | Married women using a spouse’s last name submit the PSA Certificate of Marriage or Report of Marriage on security paper |
| Pag-IBIG Regular Savings claims | A PSA marriage contract and advisory on marriage are on the death-claim checklist |
| SSS retirement claims | A PSA marriage certificate is required if the legal spouse is not reported in the member’s personal record |
| OWWA scholarships | A marriage certificate is required for an OFW’s spouse under SESP |
Planning the paperwork calendar
Several agencies that ask for a marriage certificate attach their own clocks to the file it goes into.
| Deadline | Published figure | Where |
|---|---|---|
| Viewable online copy validity | 60 days | PSA Serbilis |
| Passport validity needed for an OEC | at least 6 months from intended departure | Balik-Manggagawa OEC |
| OEC validity | 60 days, or 2 months, single exit | OEC guide |
| Hong Kong passport processing | 6 to 8 weeks, renewable from 1 year before expiry | Passport renewal in Hong Kong |
| Unclaimed passports cancelled | 6 months from date of issuance | Passport renewal in Dubai |
| Pag-IBIG Regular Savings maturity | 240 monthly savings, or 180 for the 15-year option | Regular Savings |
| SSS maternity claim filing | within 10 years of the contingency | SSS maternity benefit |
A viewable online copy that lapses at 60 days is the shortest clock in that list, so order it close to when you actually need it rather than months ahead.
What this page does not cover
PSA does not publish, on the pages read for this guide, the price of a standard printed and delivered marriage certificate, delivery timeframes, the DocPrint fee, the appointment booking mechanics, or the processing time for an endorsement through the Local Civil Registrar. None of those are stated here.
A note on this page’s template. It was planned as a fee-and-requirements guide. Because PSA publishes only the viewable-online-copy fee and not the delivered-copy price, it is written as a requirements-and-process guide instead, as this site’s rules prescribe when a fee is not genuinely published.

The PSA birth certificate guide covers the same routes plus the Article 7 confidentiality rule. National ID registration and the ePhilID guide cover the ID PSA names on its own authorisation checklist.
