The obligation
Section 10 of Republic Act No. 562, the Alien Registration Act of 1950, requires that all registered aliens shall, within the first 60 days of every calendar year, report in person to the Bureau of Immigration Main Office at Intramuros, Manila, or to the nearest participating office.
That is the whole rule, and it has been on the books since 1950. It is not tied to your visa type, your length of stay, or whether anything about your status changed. If you are registered, you report, every year.
Children under 14 still report, but through someone else: the parent or legal guardian of an alien less than 14 years of age has the duty of reporting for that alien.

The charter attaches two conditions to that total: it applies if there is no violation of Section 10 of RA 562, and it is exclusive of online payment aggregator and bank or e-wallet charges.
So ₱810.00 is the clean-record price, and your card or wallet may add to it.
Missing it costs ₱200.00 a month

Ten months late reaches the ₱2,000.00 ceiling, and further months in that year add nothing. But the cap is per year, so two missed years is up to ₱4,000.00, not ₱2,000.00.

The practical consequence of ignoring the annual report is not the fine on its own. It surfaces when you next need anything from BI, because arrears are checked and settled before the transaction proceeds.

You need your original ACR I-Card, your original passport or an affidavit to secure a passport, a registered email address, and an e-services account.
Bring your official receipts from previous annual reports if there is any dispute about unpaid years. That is the charter’s own instruction, and it is the only evidence that settles an arrears argument in your favour.
At a mall
During the reporting period the Bureau runs counters at two named venues:

Both operate 9 AM to 6 PM, Mondays through Fridays, from 01 January to 01 March, holidays excepted. You bring the original ACR I-Card, or the original paper-based ACR if that is what you hold. The charter gives this route a total of 8 minutes.
Remote or mobile
For groups, typically arranged through a company or an organisation. It runs on an approved written request, after which the Biometrics Section coordinates with liaison officers on venue and schedule. The first step, eligibility assessment and photo capture, is 3 minutes.

Where this goes wrong
Assuming it only applies to long-stay residents. Every registered alien with an ACR I-Card reports, annually.
Thinking the ₱2,000.00 cap covers everything. It is a cap per year, so consecutive missed years accumulate.
Waiting until March. The window is the first 60 days, and the mall venues close on 01 March.
Turning up without previous receipts. They are what resolves a dispute over unpaid years.
Budgeting ₱300.00. The fee is ₱300.00 but the total is ₱810.00, before payment processor charges.
