Quick answer
A voter's certification costs ₱75.00 at COMELEC, released between 1:00 PM and 5:00 PM the following day. Registration itself has no fee. Bring a valid ID showing picture, signature, age and residence. A representative may claim it with an authorisation letter and both IDs.
Every figure on this page is from Commission on Elections's own published documents.

A voter’s certification proves you are a registered voter. It is the document people are asked for when a voter’s ID cannot be produced, and it costs ₱75.00.
Everything below is from COMELEC’s own Citizens Charter. A word about its age is at the bottom of this page, and it matters.
What COMELEC charges
| Service | Fee |
|---|---|
| Application for registration, CEF-1A, 1B, 1C or 1D | None |
| Certification as a registered voter, certified true copy of the Voter’s Registration Record, or Certificate of Non-Registrant | ₱75.00 |
| Authentication of a voter’s ID | ₱100.00 |
| Project of Precincts, certified copy | ₱100.00 for the first 10 pages, then ₱2.00 per page |
| Computerized voters’ list | ₱1.00 per precinct plus ₱75.00 certification fee |
The computerized voters’ list fee is attributed in the charter to Resolution No. 9655.
Registering to vote is free. Only the paperwork proving it later costs anything.
Getting the certification
Who may avail: all Filipino citizens. Requirement: a valid ID with picture, signature, age and residence. Hours: 8:00 AM to 5:00 PM, Mondays to Fridays. How: personal appearance, or through an authorised representative.
The charter’s own step-by-step, with the maximum duration it allows for each.
| Step | Where | Maximum |
|---|---|---|
| Get the request form at Counter 1A for interview purposes | ERSD, Ground Floor Annex | 5 minutes |
| Fill up the request form, ticking RUSH RELEASE if applicable | ERSD, Ground Floor Annex | 5 minutes |
| Submit the filled-up form at Counter 1B for verification | ERSD, Ground Floor Annex | 5 minutes |
| Pay at the Cashier Division | ERSD, Ground Floor Annex | 10 minutes |
| Submit the verified form with the official receipt at Counter 2 for stamping, and record the OR number on the form | ERSD, 2nd Floor Annex | 5 minutes |
| Read the posted instructions before leaving | ERSD, Ground Floor Annex | - |
There is a RUSH RELEASE box on the request form. The charter mentions it but does not publish a separate rush fee or a rush timeline, so neither is stated here.
Claiming it the next day
The instruction posted at the counter is the part people miss.
Releasing schedule 1:00 PM to 5:00 PM the following day. Bring valid IDs. Bring OR.
So the certification is not released the same day. Two things must come back with you: your valid IDs and the official receipt.
| Claiming | Maximum |
|---|---|
| Personal claim, presenting IDs and OR | 10 minutes |
| Authorised representative, presenting their own valid ID, an authorisation letter, and a valid ID of the registered voter | 15 minutes |
| Presenting the OR | 5 minutes |
Registration, for comparison
Registration is a separate free service with its own timings, and it is worth knowing which forms cover what.
| Form | Covers |
|---|---|
| CEF-1A | New registration |
| CEF-1B | Transfer, or transfer with reactivation |
| CEF-1C | Reactivation |
| CEF-1D | Change or correction of entries, inclusion of record, reinstatement of name in the list of voters |
Clients are 18 years old and above, and the requirement is any one valid ID. The charter’s accepted list runs Postal, School or Company ID, Passport, SSS ID, GSIS ID, NBI Clearance, Driver’s Licence, PRC, IBP, Birth Certificate and Marriage Contract, and it excludes a Barangay Clearance or ID and a Community Tax Certificate. IDs must show proof of residence, the minimum age requirement and citizenship.
The steps run 5 minutes each for the priority number, interview and verification, precinct assignment, oath and acknowledgment receipt, with 10 minutes for biometrics, that is picture, signature and thumbprint.
The two services people confuse
| Voter’s certification | Authentication of voter’s ID | |
|---|---|---|
| Fee | ₱75.00 | ₱100.00 |
| Who requests it | Any Filipino citizen | Banks, travel agencies, other government agencies such as the DFA |
| What is presented | A valid ID | A letter of request plus the actual voter’s ID to be authenticated |
If a bank asks you to have your voter’s ID authenticated, that is the bank’s request to COMELEC, not yours, and it is the ₱100.00 service.
How current this is
This page states what COMELEC publishes, and COMELEC’s charter page carries its own dates: Posted: 05 November 2015, with a footer reading Created 09.01.2014, Updated 02.22.2016.
That is the edition on COMELEC’s website as at 4 September 2026, and it is the only published schedule of these fees this page could find. Treat the ₱75.00 as what the agency publishes rather than as a figure confirmed for this year, and confirm at your local Election Officer’s office before travelling. We would rather print the charter’s date than imply the fee was checked more recently than it was.
What this page does not cover
The charter does not publish a rush release fee, a validity period for a certification, an online request route, or the fees charged at field offices rather than the main office, so none of those is stated here. It also does not cover overseas voting registration or the certification services in the charter’s Stakeholders and Other Services sections.

Frequently asked questions
- How much is a voter's certification?
- The COMELEC Citizens Charter gives seventy-five pesos only, ₱75.00. The same ₱75.00 also appears as the certification fee attached to a request for a computerized voters' list, alongside ₱1.00 per precinct, under Resolution No. 9655.
- When can I claim it?
- The charter's posted instruction is a releasing schedule of 1:00 PM to 5:00 PM the following day. So it is not same-day: you file, pay, and come back the next afternoon.
- What do I need to bring?
- A valid ID with picture, signature, age and residence. On release, bring your valid IDs and the official receipt. Both are in the charter's own posted instructions at the counter.
- Can someone else claim it for me?
- Yes. The service is available by personal appearance or through an authorized representative. The representative presents their own valid ID and an authorisation letter together with a valid ID of the registered voter. The charter allows 15 minutes for that route against 10 minutes for a personal claim.
- Is voter registration itself free?
- Yes. The charter lists Fees: None for application for registration, whether new (CEF-1A), transfer or transfer with reactivation (CEF-1B), reactivation (CEF-1C), or change or correction of entries (CEF-1D). Only certifications and authentications carry a fee.
- What is the difference between a voter's certification and a voter's ID?
- The certification is a document COMELEC issues on request, at ₱75.00, proving you are a registered voter. Authentication of a voter's ID is a separate service costing ₱100.00, and it is requested by banks, travel agencies and government agencies such as the DFA rather than by the voter.
- What are COMELEC's service hours?
- 8:00 AM to 5:00 PM, Mondays to Fridays, for every frontline service in the charter. Release of certifications is the exception, restricted to 1:00 PM to 5:00 PM on the following day.
- Is a certificate of non-registration the same service?
- Yes. The charter covers Issuance of Certification as a Registered Voter, Certified True Copy of Voter's Registration Record, and Certificate of Non-Registrant under one service and one ₱75.00 fee.
