Duty Free Philippines: Who Runs It, and the Fake Site
Bureau of Customs · shipping
Quick answer
Duty Free Philippines operates at dutyfree.gov.ph, a government domain separate from the Bureau of Customs. The .com address is a parked domain advertised for sale at USD $1,999 and is not official. The .gov.ph site did not clear a security check when read.

Where these figures come from
About these figures: the numbers below come from Bureau of Customs's official published sources: Bureau of Customs | Balikbayan Box Guidelines and Frequently Asked Questions (https://customs.gov.ph/balikbayan-box-guidelines/, retrieved 2026-09-01); Duty Free Philippines | official domain (https://dutyfree.gov.ph/, retrieved 2026-09-01). Agencies change fees and rates without notice, so confirm with Bureau of Customs before you rely on them. Last verified: 2026-09-01.
Before anything about allowances: check which site you are on.
The domain trap
| Address | What it actually was on 1 September 2026 |
|---|---|
| dutyfree.gov.ph | The government domain. It did not load past a Cloudflare “Performing security verification” page when read |
| dutyfreephilippines.com | A GoDaddy parked page, advertising the domain for sale at USD $1,999, or lease-to-own at USD $100 per month |
That is the reverse of the usual assumption. The .com that looks like the brand
name is for sale; the government one is the .gov.ph.
This page therefore states no duty free shopping allowance. The official site would not render, and inventing a figure from memory is exactly what this site does not do.
Two different bodies
| Body | Domain | What it does |
|---|---|---|
| Duty Free Philippines | dutyfree.gov.ph | Operates duty free retail |
| Bureau of Customs | customs.gov.ph | Administers duties and taxes on importation |
Searches for “duty free philippines” mix the two. The Bureau of Customs does not publish retail duty free allowances, and Duty Free Philippines does not assess import duty.
What the Bureau of Customs does publish
The relevant exemption for most travellers and senders is the balikbayan box.
| Published rule | |
|---|---|
| Who may send | Anyone |
| Who may be exempt | Qualified Filipinos While Abroad, OFWs and resident Filipino citizens temporarily staying abroad |
| Value ceiling | ₱150,000.00 |
| Frequency | Not more than 3 times in one year |
| Condition | Not in commercial quantity, not beyond personal and normal use |
| Legal basis | RA 10863 (CMTA) Section 800 (g), CAO 1-2018, CMO 18-2018 |
The balikbayan box guide covers the document checklist and the shipping chain.
What non-exempt goods cost
Assessed as an ordinary import, at illustrative rates the Bureau does not publish:
| Value | Duty at 10% | VAT at 12% on value plus duty | Total charges |
|---|---|---|---|
| ₱10,000.00 | ₱1,000.00 | ₱1,320.00 | ₱2,320.00 |
| ₱25,000.00 | ₱2,500.00 | ₱3,300.00 | ₱5,800.00 |
| ₱50,000.00 | ₱5,000.00 | ₱6,600.00 | ₱11,600.00 |
| ₱150,000.00 | ₱15,000.00 | ₱19,800.00 | ₱34,800.00 |
The customs duty calculator does this on rates you supply, and explains the compounding. The import tax guide covers the framework.
The travel side
A traveller arriving to shop duty free has usually just paid travel tax, and that is published.
| Category | First class | Economy |
|---|---|---|
| Full | ₱2,700.00 | ₱1,620.00 |
| Standard reduced | ₱1,350.00 | ₱810.00 |
| Privileged reduced, OFW dependent | ₱400.00 | ₱300.00 |
| Exempt: OFWs, permanent residents abroad staying under 1 year, infants 2 years and below | ₱0.00 | ₱0.00 |
The travel tax guide covers all four, and the exemption guide the certificate.
What this page does not cover
Neither body publishes, on the pages readable for this guide, a duty free shopping allowance, an eligibility window after arrival, purchase limits by product, the de minimis threshold, duty rates by tariff heading, or the VAT rate on importation. None of those are stated here.
If you need the shopping allowance, read it from dutyfree.gov.ph directly,
and not from the .com.

Frequently asked questions
- What is the official Duty Free Philippines website?
- dutyfree.gov.ph. It is a Philippine government domain. On 1 September 2026 it did not load past a Cloudflare security verification page, so its shopping rules could not be read for this guide.
- Is dutyfreephilippines.com official?
- No. On 1 September 2026 that address resolved to a GoDaddy parked page advertising the domain for sale at USD $1,999, or lease-to-own at USD $100 per month. Treat it as unaffiliated.
- Is Duty Free Philippines part of the Bureau of Customs?
- They are different bodies. Duty Free Philippines operates its own government domain at dutyfree.gov.ph. The Bureau of Customs at customs.gov.ph administers duties and taxes on importation, including the balikbayan box exemption.
- What is my duty free shopping allowance?
- This page does not state one, because the official site did not load past its security check on the date read and the Bureau of Customs does not publish retail duty free allowances on the pages read for this guide.
- What does the Bureau of Customs publish instead?
- The balikbayan box exemption for Qualified Filipinos While Abroad: not more than 3 times in one year, not exceeding ₱150,000.00 in total value, for goods not in commercial quantity and not beyond personal and normal use.
- Who qualifies for that exemption?
- OFWs and resident Filipino citizens temporarily staying in another country. Anyone may send a balikbayan box, but only those senders may be exempt from duties and taxes.
- How do I check a government site is real?
- Prefer the .gov.ph domain. In this case the .gov.ph address is the government one and the .com address was for sale, which is the reverse of what many people assume.
- What happens to goods that are not exempt?
- They are assessed as an ordinary import, with duty on the dutiable value and VAT on the value plus the duty. The Bureau of Customs does not publish those rates on the pages read for this guide.
