AICS is the DSWD programme people mean when they say they will “go to DSWD”. It is a stop-gap for a crisis, not a standing allowance, and what you need to bring changes with the kind of help you are asking for.

Who it is for

The charter’s eligibility line is broader than most people assume:

Indigent, marginalized, and vulnerable or disadvantaged individuals and families, or are otherwise in crisis situation based on the assessment of the Social Worker.

That final clause is the one worth reading twice. A crisis qualifies you even if your ordinary circumstances would not.

The service is classified Simple, government to citizen, and is run by the Protective Services Bureau Crisis Intervention Division, with Crisis Intervention Sections at Field Offices I to XII, CARAGA, CAR and NCR.

One ID, from a very long list

Every application needs one (1) original valid ID of the person being interviewed. DSWD accepts a wider range than most offices:

And the provision that keeps the door open:

In extremely justifiable circumstances, a Barangay Certification certifying the identity of the client may be presented in lieu of an identification card.

A signed Authorization Letter covers a representative, except where the beneficiary lacks capacity to act or is below 18.

Every physician-signed document needs the complete name, license number and signature of the physician. The three-month rule applies to the medical document and to the prescription.

₱10,000.00 is the line that changes everything

The same figure does two different jobs, and both are worth knowing before you queue.

Above ₱10,000.00, medicine and laboratory requests need two extra documents:

At ₱10,000.00 and below, the charter lets the process run ahead of the paperwork: the Social Welfare Officer advises the client to proceed to releasing while the General Intake Sheet, Certificate of Eligibility or justification is still going through approval.

So a smaller request is not just easier to document, it is released sooner.

Who writes the Social Case Study Report

A Registered Social Worker in public or private practice, and DSWD accepts four sources:

If you are already admitted, the hospital’s medical social service is the shortest path, and it is the same office that runs the Malasakit Center counter.

How the assessment runs

Step What happens
1 The Social Welfare Officer interviews and assesses you to determine the actual need and to check the accuracy and authenticity of the documents
2 The officer fills out the assessment area of the General Intake Sheet
3 If eligible, the officer recommends the appropriate assistance and fills out the Certificate of Eligibility
4 For a guarantee letter, DSWD prepares the GL and forwards it for review and approval with the GIS, CE and the social worker’s justification
5 If documents are incomplete, you are advised what to complete

Assistance often arrives as a guarantee letter to the provider rather than cash in hand, which is the same instrument PCSO and the DOH use.

It is one of four sources at the Malasakit counter

Under RA 11463, DSWD financial assistance at a Malasakit Center is provided based on existing AICS guidelines, which is what this page sets out. The DOH, DSWD and PCSO representatives at that counter all process and approve requests, and the centre is free of charge by statute.

Misrepresenting your circumstances is an offence

Where the assistance is delivered through a Malasakit Center, RA 11463 attaches penalties on both sides of the counter:

The second row matters for the well-meaning relative who inflates a figure on someone’s behalf. The third is why nobody at that counter may charge you.

Where this goes wrong

Bringing a medical certificate older than 3 months. It applies to the abstract and to the prescription.

Arriving without a Social Case Study Report for a hospital bill. It is required every time for that category, not only above ₱10,000.00.

Assuming no ID means no help. A barangay certification of identity is expressly allowed in extremely justifiable circumstances.

Sending a relative without an authorisation letter. One is required unless the beneficiary lacks capacity to act or is under 18.

Thinking you must be certified indigent. Being in a crisis situation, as assessed by the social worker, is a separate route into the programme.

Frequently asked questions

Who can apply?
Indigent, marginalized, and vulnerable or disadvantaged individuals and families, or those otherwise in crisis situation, based on the assessment of the Social Worker. The last clause matters: the crisis route is open to people who are not otherwise poor.
What does AICS cover?
Medical assistance, funeral or burial, transportation, educational and food assistance, plus cash assistance for other support services. DSWD describes it as a stop-gap measure providing financial, emotional and psychosocial support after a crisis or unexpected life event.
What ID do I need?
One original of any valid ID. DSWD's own list is long and includes the PhilSys ID, UMID, PhilHealth ID, driver's license, PRC, OWWA, DOLE, Pag-IBIG, voter's ID or certification, postal ID, passport, NBI clearance, 4Ps ID, PWD ID, Solo Parent ID, city or municipal ID, barangay ID, OSCA ID and police clearance.
I have no ID at all. Can I still apply?
Yes. The charter provides that in extremely justifiable circumstances, a Barangay Certification certifying the identity of the client may be presented in lieu of an identification card. You get it from the barangay hall.
What changes at ₱10,000.00?
Two things. For medicine and laboratory assistance, a request above ₱10,000.00 additionally needs a quotation from the laboratory service provider and a Social Case Study Report. And for financial assistance of ₱10,000.00 and below, the social worker advises you to proceed to releasing while the paperwork goes for approval, rather than waiting.
What is a Social Case Study Report and who writes it?
A report by a Registered Social Worker in public or private practice. DSWD accepts one from the DSWD itself, the Local Social Welfare and Development Office, a non-government organisation, or a hospital's Medical Social Service. It is always required for a hospital bill, and for medicine or laboratory requests above ₱10,000.00.
How recent must the medical document be?
Issued within three months. The medical certificate, clinical abstract, discharge summary or Alagang Pinoy Tagubilin Form must carry a diagnosis and the physician's complete name, license number and signature. Prescriptions must also be within three months and carry the date of issuance.
Can someone apply on my behalf?
Yes, with a signed Authorization Letter from the beneficiary. The exception is where the beneficiary does not have the capacity to act, or is below 18 years old, in which case no authorisation letter is required from them.
