What this calculator does
It applies the two benefits in the right order. RA 9994 grants senior citizens a 20% discount and exemption from VAT, and RA 10754 grants persons with disability at least 20% and the same VAT exemption. Those are two separate entitlements, and the VAT comes off first.

An establishment that takes 20% off ₱1,120.00 and stops charges ₱896.00. That is ₱96.00 more than the law allows, on a single ₱1,120.00 bill.

What the discount covers
Nine categories for seniors under Section 4(a) and eight for PWDs under Section 32(a), including medicines, medical and dental services, professional fees, domestic air and sea fares, land transport, hotels, restaurants, cinemas and funeral services.
Utilities are a different and much smaller benefit: 5% on water and electricity, with the meter in the senior’s own name, monthly consumption not over 100 kilowatt hours and 30 cubic meters, granted once per household.

You take the higher of the two, not both. A 30% clearance price beats the statutory 20%; a 10% promo does not.
Penalties for refusing
First offence is imprisonment of 2 to 6 years and a fine of ₱50,000.00 to ₱100,000.00. A subsequent offence runs ₱100,000.00 to ₱200,000.00. Abusing the privilege is itself an offence, carrying at least 6 months.
