Every OEC now starts in the same place: onlineservices.dmw.gov.ph, the DMW Online Services portal. The Balik-Manggagawa module inside it is called POPS-BaM, the Philippine Overseas Processing System for Balik-Manggagawa, and it decides whether you walk away with a document in minutes or need to book a counter appointment.

Step 1: the e-Registration account
DMW’s rule is one line and it is worth reading twice: strictly one OFW, one DMW e-Registration account. Creating a second one because you forgot the first is the thing to avoid.

DMW describes the e-Registration as the online registration of an OFW which provides the reference number used to encode the OFW’s Overseas Employment Certificate. Without it there is no OEC to encode.
Step 2: the Balik-Manggagawa run
Once the account exists, the flow is short. The fork happens at step 4.

The three outcomes DMW publishes:

A Compliance result is not a rejection. In the Citizen’s Charter, an evaluator who finds documents deficient issues a Compliance Form, coded FM-DMW-04-ef-09-B, listing the lacking requirements and explaining them as necessary. You come back with the gap filled.
Step 3, if you qualify: printing an exemption
The exemption path skips the appointment entirely, and it has a hard prerequisite. DMW states that only those with previous records in BM Online, covering 2016 to 2021, or in LB from May 2018 onwards, may be exempted.

DMW adds the line that matters if the screen comes back empty: if you believe you have a previous BM Online record but it is not showing, create a HelpDesk ticket rather than treating the absence as final.
When the old record will not match
This is the most common reason a returning worker who should be exempt ends up queuing. DMW publishes a 13-step HelpDesk route for it.

Cancelling an OEC through the same system
Cancellation is a 12-step version of the same HelpDesk flow, with a different concern selected at step 6.

Since an OEC runs only 60 days and covers a single exit, a cancelled or lapsed one is not recoverable by waiting. If your flight moves outside that window, deal with it in the system rather than at the airport.
Getting help in person
You do not have to do this alone from a phone in a labour camp. The Citizen’s Charter publishes a DMW HelpDesk Assistance for Returning Overseas Filipino Workers service at the regional offices, with a total processing time of 9 minutes and a total standard fee of none.

There is a better outcome buried in that entry. If you are qualified for OEC exemption with complete documentary requirements, the evaluator generates the OEC on the spot instead of booking you an appointment at all.
Five categories may use that assistance, and they are the same five DMW uses throughout the Balik-Manggagawa system: returning documented OFWs; returning workers with no existing record; workers who changed employer on site in the same country; workers who changed jobsite to a different country; and workers who changed position.
When to start, counting back from the flight
Two clocks run against each other here, and they pull in opposite directions.

The passport rule rewards preparation months out. The OEC rule punishes it. An OEC issued 90 days before the flight has already lapsed by departure, because the certificate only runs 60 days, and there is no way to extend it. That is arithmetic on the published 60 days, not a DMW statement, but it is the reason the system asks for your flight date before it asks for anything else.
The practical shape of it: get the passport sorted on a 6-month horizon, and run POPS-BaM inside the 60-day window. If the trip slips past that window, cancel through the HelpDesk and run it again.
DMW regional offices publish 8:00 AM to 5:00 PM operating hours for every Balik-Manggagawa service in the Citizen’s Charter, so a counter appointment lands inside that band on a working day.

The governing issuances DMW names across these services are POEA Memorandum Circular No. 24, Series 2021 for the Balik-Manggagawa requirements, Section 122 of the 2016 Revised DMW Rules and Regulations for the counter evaluation, and POEA Advisory No. 33A, Series of 2022 for the separate POPS-Direct system used by direct hires.
What to have ready before you start

- Passport valid at least 6 months from the intended departure date
- Flight date, since the system asks for it before anything else
- Verified, authenticated or apostilled employment contract
- Valid work visa, entry or work permit
- Proof of existing employment: certificate of employment, valid company ID or recent payslips
- Insurance coverage, if the contract has no repatriation clause
For workers with no prior appointment, DMW cites POEA Memorandum Circular No. 24, Series 2021, which requires the original and a photocopy of the passport valid at least 6 months from intended departure, the employment contract verified by the Migrant Workers Office on site, and the valid work visa or work permit.

Direct hires go through a different system, POPS-Direct, under POEA Advisory No. 33A Series of 2022, which lets an OFW choose a preferred processing site. DMW publishes 722-11-60 for the Direct Hire Assistance Division and 1348 as its hotline.
