Balik-Manggagawa is DMW’s term for a returning worker, and it has a precise definition: an OFW who has served or is serving an employment contract. If that is you, this is the route your Overseas Employment Certificate goes through, and the DMW Citizen’s Charter records the fee for it as none.
The five categories
DMW publishes these as the list of who may avail of Balik-Manggagawa documentation.

A separate charter entry, for documentation of workers on leave, widens it further: OFWs on leave or vacationing, or returning to the same employer after a specified term of contract, or to the same employer who has transferred to another jobsite; OFWs who have partially served their present employer; and undocumented OFWs, meaning tourists, dependents, students or businesspeople, who became OFWs and have partially served the same employer.
Categories 3, 4 and 5 are the ones that force an appointment. Anything unchanged usually resolves as an exemption instead, which the OEC exemption guide covers.

Those are counter times at 100% working conditions. DMW says so in its own remarks and adds that they exclude queuing before step 1, which varies with the number of clients. Fourteen minutes is what happens once you reach the window.

The contract stamp rule
Requirement 3 is where most returning workers get sent away, and the rule depends entirely on where you work.

On the visa requirement, DMW adds that where an employer issues a visa assurance or guarantee rather than a visa, it should be noted or acknowledged by the government or immigration office in the jobsite.
Extra documents for two categories
Workers who changed employer on site and workers with no existing DMW record face additional situational requirements. From Regional Office I’s checklist, those include an accomplished OFW Information Sheet Appointment Form (OFW ISAF), any proof that the worker is returning to the same employer such as a current certificate of employment, a valid company ID or a recent payslip, a letter from the employer attesting to the transfer of jobsite, a notarised sworn statement explaining how the worker was hired by the current employer, proof of arrival being the stamped date of arrival in the passport plus a plane ticket, travel document or boarding pass, and a company registration or certificate of business ownership where the company has changed name.
For a worker arriving without a prior BM online appointment, DMW cites POEA Memorandum Circular No. 24, Series 2021, which asks for the original and a photocopy of the passport valid at least 6 months from intended departure, the employment contract verified by the MWO on site, and the valid work visa or work permit.

If documents are deficient, the evaluator issues a Compliance Form, coded FM-DMW-04-ef-09-B, listing the lacking requirements and explaining them as necessary. On the e-Registration route the timings differ slightly: 2 minutes to register, 14 minutes to have the appointment sheet checked and employment details encoded and approved, and 1 minute to print the OEC.

That first row is the practical value of qualifying as a Balik-Manggagawa: a ₱600.00 Pag-IBIG contribution and a USD 25 OWWA contribution do not attach to it.

An OEC issued 90 days ahead of the flight has lapsed by departure, because it only runs 60 days. That is arithmetic on the published validity, not a DMW statement, and it is why the system asks for the flight date first.
