“Whichever comes first” is the trap. A 3-year contract does not buy 3 years of membership. The 2-year clock runs out first, and a lapsed membership at the moment a claim arises is a lapsed claim.

The death benefit is the largest single figure OWWA publishes, and it is explicitly conditional: it goes to survivors of a deceased OFW who was an active OWWA member at the time of death. On a USD $25.00 contribution, a ₱200,000.00 accidental death benefit is the reason the renewal date matters.
Note the Balik Pinas ladder. An active member gets ₱20,000.00, a non-active one with more than one contribution ₱10,000.00, and one with a single contribution ₱5,000.00. Being current is worth four times being lapsed on that programme alone.
MEDPLUS covers members afflicted with a dreaded disease, sharing the medical cost at the PhilHealth case rate up to ₱50,000. Where an illness is not covered by MEDPLUS, the Welfare Assistance Program provides cash relief to members, active or non-active, and their families, along with calamity assistance, bereavement assistance, and disability assistance for members who were victims of crimes or accidents.

SESP eligibility is tied directly to membership status: OWWA members in active status and their beneficiaries, meaning a spouse, child, or sibling of a single OFW aged 24 years old and below. The SUP has its own contribution rhythm: the first availment comes with a single membership contribution, and subsequent entitlements are allowed after every 3 recorded payments.
