SSS describes it as both official SSS identification and a fully functional debit card, linked to an account at an SSS partner bank or Participating Financial Institution, used for the secure disbursement of benefits, loans, pensions and other proceeds.

“No requirements needed” refers to documents. The eligibility conditions are real, and they are about the state of your SSS record rather than paperwork.

Members, pensioners, beneficiaries, claimants and representative payees may all apply. SSS adds that applicants residing abroad without a local address on record may still qualify, provided the PFI they select offers the service.

Two details from SSS’s own notes are worth acting on. Each bank or PFI in the list carries a link to its product features and specific terms and conditions, and SSS explicitly invites you to read them before choosing. And a reminder appears stating that the MySSS account will automatically serve as your default disbursement account.
SSS also notes several times that the pace of the National ID authentication step depends on the speed of your own network provider.

The charter’s Identity Management Department also lists three services that are purely about existing UMID cards: Non-ATM UMID Card Request for Authentication, Release of Surrendered Unclaimed UMID Card at an SSS Branch on the claimant’s request, and Release of Surrendered Unclaimed UMID Card to a Claimant at the SSS Main Office. An unclaimed UMID card is retrievable rather than gone.
Why the card matters: it is your disbursement account
This is the practical reason to hold one. SSS pays almost nothing out without an enrolled disbursement account.

For a retirement claim SSS is explicit: in the absence of a UMID card enrolled as ATM, members are required to enrol a disbursement account through the DAEM before filing, whether online or over the counter.
A member confined in a penitentiary, correctional institution or rehabilitation centre is paid by check instead.
What a loan actually deposits
Since the card is where the money lands, the amounts are worth knowing. On the salary loan, the loan equals the average of your 12 latest posted Monthly Salary Credits for a one-month loan, or twice that for two months, at 8% a year over 24 amortisations, less a 1% service fee.
