Maritime Industry Authority · seafaring
Quick answer

Where these figures come from
About these figures: the numbers below come from MARINA's official published sources: Maritime Industry Authority | Citizen's Charter 2026 (1st Edition) (https://marina.gov.ph/wp-content/uploads/2026/03/2026-MARINA-CITIZENS-CHARTER-1ST-EDITION.pdf, retrieved 2026-09-01). Agencies change fees and rates without notice, so confirm with MARINA before you rely on them. Last verified: 2026-09-01.
MARINA’s appointment system has three clocks running at once, and missing any of them puts you back at the start.
The three deadlines
| Clock | Limit | What happens if you miss it |
|---|---|---|
| One Time Pin, emailed to you | 5 minutes from receipt | The pin expires |
| Setting the appointment schedule | 60 minutes | The booking lapses |
| Paying at a partner outlet | 48 hours | The appointment is automatically cancelled |
The 48 hours runs from booking, not from the appointment date. A slot booked on a Friday for a date three weeks out still has to be paid by Sunday.
The booking flow
| Step | What you do |
|---|---|
| 1 | Go to sidsrb.marina.gov.ph to reach the MARINA Online Appointment System |
| 2 | Check the earliest available schedule across the different MARINA processing centers, and choose a preferred date and venue |
| 3 | Click Schedule an Appointment |
| 4 | Read the Terms and Privacy statement and click Agree |
| 5 | Enter your full name, correct email address and date of birth, then submit |
| 6 | Check your email for the One Time Pin and enter it within 5 minutes |
| 7 | Set your appointment schedule within 60 minutes |
| 8 | Pay the amount due within 48 hours at a partner payment outlet |
After you pay
| # | What MARINA tells you to do |
|---|---|
| 1 | Secure the Official Receipt issued by the payment outlet |
| 2 | Check the Online Appointment Confirmation Form sent to your email address |
| 3 | Print the online appointment confirmation form |
| 4 | Photocopy all of the required documents |
Step 4 matters because MARINA’s checklist asks for the original and 1 photocopy of five separate documents. The requirements guide lists them.
MARINA’s published fees
| Document | Fee |
|---|---|
| Seafarer’s Identification Document (SID), new or renewal | ₱1,000.00 |
| Seafarer’s Record Book (SRB), new or renewal | ₱1,000.00 |
| Onboard processing, SRB or SID | ₱1,800.00 |
| Certificate of Proficiency (COP), each | ₱130.00 |
| Certificate of Competency (COC), each | ₱530.00 |
| Payment channel | Convenience fee | Total on a ₱1,000.00 SRB |
|---|---|---|
| Credit or debit card | 1.8% plus ₱35.00 | ₱1,053.00 |
| Cash | ₱50.00 | ₱1,050.00 |
| E-money | ₱50.00 | ₱1,050.00 |
| Online banking | ₱50.00 | ₱1,050.00 |
Choosing cash, e-money or online banking over a card saves ₱3.00 on a ₱1,000.00 book and ₱17.40 on an ₱1,800.00 onboard application, because the card fee is a percentage.
What to bring to the appointment
| # | Document | Copies |
|---|---|---|
| 1 | Old SIRB, SRB or SID, where applicable | Original and 1 photocopy |
| 2 | Valid NBI Clearance | Original and 1 photocopy |
| 3 | Certificate of Completion of Basic Training, or a Certificate of Proficiency | Original and 1 photocopy |
| 4 | Certificate of Sea Service, or the entry in a previous book | Original and 1 photocopy |
| 5 | Duly notarised Affidavit of Loss, where applicable | Original |
| 6 | Documentary stamp, for an SRB only | 1 piece |
| 7 | Printed online appointment confirmation form | - |
An NBI clearance is ₱160.00 all-in and, if delivered, takes 5 working days in NCR or 7 to 10 working days outside, so start that before you book, not after.
The expedite and onboard alternatives
| Route | Requirement | Fee |
|---|---|---|
| Expedite processing | Letter request from the Licensed Manning Agency, confirmed e-tickets, approved POEA contract or notarised company contract, confirmed online appointment | No separate fee published |
