The PNP Firearms and Explosives Office publishes a complete fee schedule, stated effective 16 March 2024. That makes this one of the few PNP services where the price is fully public before you apply.

An ID card printing fee of ₱200.00 applies on top, for every type and every rate category.
The 10 year option is exactly double the 5 year option in every row, so there is no volume discount for the longer term, only fewer renewals.

A Type 1 applicant taking the 5 year option at the regular rate therefore faces ₱1,000.00 for the licence, ₱200.00 for the ID card, ₱900.00 for the neuro-psychiatric test, ₱300.00 for the drug test, ₱100.00 for the seminar validation and ₱150.00 for the police clearance: ₱2,650.00 before the convenience fees PNP does not publish.

After the LTOPF is issued, each firearm must be registered separately, and the number allowed depends on the LTOPF type. A transfer needs a deed of sale or donation, and the buyer must already hold a valid LTOPF and a valid firearm registration.
