Where that ₱150.00 is actually published
This is worth stating plainly, because it is unusual. Five PNP sources were read for this guide and only one carries the fee.

The tutorial’s wording is that the “Clearance Fee is cost Php150 only” and that an “Additional convenience fee may vary on the payment mode you selected”. PNP does not publish the size of that convenience fee anywhere read for this guide, so no total is stated here.

For payment, GCash, PayMaya, 7-Eleven and Bayad Center are reached by choosing Cash Payment in the Landbank portal. Keep the Payment Confirmation Slip or the electronic Official Receipt.
The two rules that cost people money
Both are in PNP’s own Terms and Conditions, and both are absolute.

That third row is the expensive one. A misspelled middle name means paying ₱150.00 again and booking another appointment.

PNP’s phrasing is that the clearance “may be” renewed without appearance, so treat the non-appearance route as offered rather than guaranteed. The eligibility line on the NPCS site is that individuals who completed an NPC clearance process in person within the last 3 years may apply through non-appearance, using the same account as the previous application.

PNP requires one valid ID on the appointment date. It must be unexpired, original rather than a photocopy, carry a clear photo and signature, and bear your full name.

pnp.gov.ph adds a line the Terms do not: if no valid ID is available, you can present a Barangay Residency Certification. The requirements guide covers each of those IDs and where to get one.
If you have a record
PNP states that all hit records found in the PNP crime databases are reflected on the clearance printout, with the status of each record shown. There is no separate published procedure for contesting one on the pages read.
If you are abroad
PNP publishes a Clearance Certification route for people who cannot appear. It is stated to be for first-time applicants in four categories.

You enter a purpose and a current address abroad, which is printed on the certification, then upload a 2x2 photo with white background, a selfie holding a government ID, a photocopy of your passport, proof of being an OFW, and a copy of an ID bearing a Philippine address. Payment goes through Landbank.
PNP does not publish a fee, a processing time or a validity period for the Clearance Certification, so none is stated here. The tutorial is dated February 2024.

Law enforcement personnel, government employees, retired government employees and military reservists get a 50% discount; senior citizens get 20%. The ₱80.00 DI/PNP clearance in that table is the Directorate of Intelligence clearance used in firearms licensing. It is a different document from the ₱150.00 National Police Clearance this page covers, and the two are easy to confuse.
