BIR TIN Verification: What BIR Actually Publishes
Bureau of Internal Revenue · registration
Quick answer
BIR does not publish a standalone TIN verification service in its Citizen's Charter. What it does publish is the TIN Verification Slip used inside one-time transactions, a ₱130.00 certification of your Certificate of Registration or TIN Card, and ORUS at orus.bir.gov.ph for registration information.

Where these figures come from
About these figures: the numbers below come from BIR's official published sources: Bureau of Internal Revenue | Citizen's Charter (2026 Edition) (https://bir-cdn.bir.gov.ph/BIR/pdf/BIR%20Citizen's%20Charter%20(2026%20Edition)%20final.pdf, retrieved 2026-08-31); Bureau of Internal Revenue | eServices (https://www.bir.gov.ph/eServices, retrieved 2026-08-31). Agencies change fees and rates without notice, so confirm with BIR before you rely on them. Last verified: 2026-08-31.
There is a gap between what people search for and what BIR publishes. This page states the gap plainly rather than filling it with figures BIR does not print.
BIR’s 2026 Citizen’s Charter contains no standalone TIN verification service. What it contains are three things that do the job.
The three published routes
| Route | What it is | Published fee | Published time |
|---|---|---|---|
| Certification of a Certificate of Registration, Authority to Print or TIN Card | Written confirmation from the RDO where you are registered | ₱130.00 | 6 hours 17 minutes |
| TIN Verification Slip | Used inside one-time transaction services, verified by the Revenue Officer of the Assessment Section assigned for the day | Part of the ONETT service | 30 minutes to receive documents, 45 minutes to verify and sign |
| ORUS at orus.bir.gov.ph | BIR’s Online Registration and Update System, an end-to-end process for registration and for updating registration information | Not published as a separate fee | - |
The certification, in detail
This is the route that produces a document you can hand to someone else.
| What BIR publishes | |
|---|---|
| Service | Processing of Request for Certification of Certificate of Registration (COR), Authority to Print (ATP) or TIN Card |
| Fee | ₱130.00 |
| Published time | 6 hours 17 minutes |
| Requirement | A letter request bearing the company letterhead, 1 original |
| Additional | Documents for a representative, individual or non-individual |
| Who may avail | All taxpayers requesting a certification |
| Where | The RDO where the taxpayer is registered |
| Offices | RDO Client Support Section; LT Assistance Division Registration Section; Excise LT Regulatory Division Registration Section; LT Division Cebu; LT Division Davao |
| Hours | 8:00 AM to 5:00 PM |
The charter gives the arithmetic behind the fee: a certification on matters relating to registration is charged not exceeding ₱100.00, in addition to the documentary stamp tax under Section 188 of the National Internal Revenue Code. That stamp tax appears as ₱30.00 across the charter’s other services.
The TIN Verification Slip
Inside BIR’s one-time transaction services, the slip is a step rather than a product.
| Step | What happens | Published time |
|---|---|---|
| 1 | The taxpayer accomplishes the TIN Verification Slip and secures a number | - |
| 2 | Submit complete documentary requirements with the accomplished slip to the Revenue Officer of the Assessment Section assigned for the day | 30 minutes |
| 3 | The officer verifies the TIN indicated on the slip and affixes a signature | 45 minutes |
| 4 | A new ONETT tracking record is created | 4 hours |
The slip is used where the TIN of a seller and buyer must be confirmed before a transfer is processed, which is why it appears in the estate, donation and property-transfer services rather than in a registration service.
Where a TIN comes from in the first place
If the number does not exist yet, verification is the wrong service. These are the registration routes and they are free.
| Applicant | Route | Published time | Fee |
|---|---|---|---|
| Local employee | ORUS | 3 days | None |
| Local employee | Walk-in | 6 hours | None |
| EO 98 or one-time transaction | Walk-in | 6 hours | None |
| EO 98 or one-time transaction | ORUS | 3 days | None |
| Individual new business registrant | ORUS | 3 days | ₱30.00 |
| Individual new business registrant | Walk-in | 1 day | ₱30.00 plus printing |
| Non-individual new business registrant | ORUS | 3 days | ₱30.00 |
A local employee must register within 10 days of the date of employment. The TIN registration guide covers both routes and the form numbers.
Getting the card instead
For most people the practical answer to “prove my TIN” is the card, not a certification.
| Fee | Published time | |
|---|---|---|
| TIN Card, first application in paper form | Free of charge | 1 day |
| TIN Card, replacement of a lost or damaged card | ₱100.00 | 1 day |
| Certification of COR, ATP or TIN Card | ₱130.00 | 6 hours 17 minutes |
Personal appearance for the card is mandatory and no authorised representative may apply. The service is open only to individual taxpayers registered with a “00000” branch TIN. The TIN ID guide covers it in full.
Fake cards
The charter is direct: fake TIN cards presented at a Revenue District Office are confiscated for destruction and disposal. There is no published penalty figure attached to that in the pages read for this guide, and none is stated here.
Verifying a number against other agencies
If you are assembling identity documents, these are the published costs of the records BIR’s own checklists lean on.
| Document | Published fee | Where it is covered |
|---|---|---|
| BIR TIN Card, first issue | Free | TIN ID |
| BIR TIN Card, replacement | ₱100.00 | TIN ID |
| BIR certification of COR, ATP or TIN Card | ₱130.00 | This page |
| PSA birth certificate, viewable online copy | ₱130.00 | PSA birth certificate |
| PSA CENOMAR | ₱185.00 | PSA marriage certificate |
| NBI clearance | ₱160.00 including the e-payment fee | NBI clearance requirements |
| Philippine passport, regular | ₱950.00 | Passport renewal |
| LTO licence certification | ₱100.00 | Driver’s licence renewal |
What this page does not cover
BIR does not publish, on the pages read for this guide, an online TIN lookup tool, a mobile application for TIN verification, a hotline dedicated to TIN enquiries, a rule on holding more than one TIN, or a penalty for a duplicate TIN. None of those are stated here, and this page does not guess at them. BIR’s own site sections for tax information render their detail pages through a client-side application that did not open on 31 August 2026, so anything published only there is outside what this guide can verify.

Frequently asked questions
- Does BIR publish a TIN verification service?
- Not as a standalone service in its 2026 Citizen's Charter. The charter's external services for a Revenue District Office cover registration, TIN cards, certifications, invoices, books of accounts and one-time transactions. TIN verification appears inside the one-time transaction services as a TIN Verification Slip, not as a service you can book on its own.
- What is the TIN Verification Slip?
- A slip used in ONETT transactions. The taxpayer submits complete documentary requirements with a duly accomplished TIN Verification Slip to the Revenue Officer of the Assessment Section assigned for the day. BIR times the receipt of documents at 30 minutes and the verification and signing of the slip at 45 minutes.
- How do I get written proof of my TIN?
- Through the charter's certification service: processing of a request for certification of a Certificate of Registration, Authority to Print or TIN Card. It is published at ₱130.00 and 6 hours 17 minutes, and the requirement is a letter request bearing the company letterhead, 1 original.
- Can I check my TIN online?
- BIR runs ORUS, the Online Registration and Update System, at orus.bir.gov.ph, which it describes as an end-to-end process for registration of taxpayers and updating of their registration information. This page does not describe a separate online TIN lookup, because the BIR pages read for this guide did not render one.
- Where do I go if I forgot my TIN?
- The RDO where you are registered. That is the office the charter names for the TIN Card service and for the certification service, and both are ways of establishing the number on paper.
- What does the certification cost and why that figure?
- ₱130.00. The charter explains it: any request for certification on matters relating to registration is charged a fee not exceeding ₱100.00, in addition to the documentary stamp tax imposed under Section 188 of the National Internal Revenue Code, which appears as ₱30.00 elsewhere in the same charter.
- Can a representative verify a TIN for me?
- For the certification service, yes, with additional documents where the request is made through a representative. For the TIN Card service the charter is explicit that personal appearance is mandatory and no authorised representative may apply.
- What about a fake TIN card?
- The charter states that fake TIN cards presented at a Revenue District Office are confiscated for destruction and disposal.
