There are three ways to get a PSA birth certificate, and they differ more in where you have to appear than in what you fill in.

The viewable online copy, and its ₱130.00

PSA Serbilis publishes a distinct product that is worth understanding, because its terms are strict.

That last row is the useful part: the ₱130.00 buys a 60-day window in which you can also have a security-paper copy printed at an outlet.

On the price of an ordinary delivered copy, this guide states nothing. PSA does not publish it on its birth certificate page, and PSA Serbilis’s payment and FAQ pages did not render their content when read on 31 August 2026. The current figure appears at checkout on PSA Serbilis or PSAHelpline. Following this site’s own rule, the fee table above covers only what is genuinely published, and no figure is invented to complete it.

Who is allowed to ask for one

This is the part most guides skip, and it is law rather than policy. Article 7 of the Child and Youth Welfare Code makes the records of a person’s birth strictly confidential.

The Code attaches a penalty to violating that prohibition: imprisonment of at least 2 months or a fine not exceeding ₱500, or both, at the court’s discretion.

PSA Serbilis adds an ordering rule in the same spirit. You may order your own birth certificate and those of your child, your parents, and your spouse if you are married or widowed. You are required to indicate your own sex, civil status, date of birth and parents’ names before selecting the certificate type.

What information to have ready

PSA lists exactly what it needs to issue a birth certificate:

  • complete name of the child: first, middle, last
  • complete name of the father
  • complete maiden name of the mother
  • date of birth: month, day, year
  • place of birth: city or municipality, province
  • whether or not it was registered late, and if so the year it was registered
  • complete name and address of the requesting party
  • relationship to the child
  • number of copies needed
  • purpose of the certification

The late-registration question matters. If the birth was registered late, PSA asks for the year, and a record it cannot find is what triggers the endorsement route below.

PSA Serbilis notes that in certain cases additional proof of relationship must be presented on release, such as an authorisation letter, Special Power of Attorney or court order. The National ID guide covers the ID PSA names explicitly here.

If PSA cannot find the record

PSA issues a Negative Certification when no record is found, and advises the requester to go through the Local Civil Registrar. PSA Serbilis publishes an Electronic Endorsement Request Form for that, free of charge: you fill it out online, print it, and present it to the concerned Local Civil Registry Office together with the Negative Certification from PSA.
