Passport Renewal in Dubai: Fees, Steps and Booking

Renewing a Philippine passport in Dubai costs AED 240 and now happens in exactly one place. The convenient mall option is gone: the VFS Philippine ePassport Renewal Centers closed, and everything runs through the Consulate General itself.

The change that matters in 2026

The Philippine Embassy in Abu Dhabi and the Philippine Consulate General in Dubai announced that the VFS Philippine ePassport Renewal Centers (PaRC) in Abu Dhabi, at the World Trade Center, and Dubai, at Wafi Mall, would cease operations by 30 June 2026.

If someone told you to go to Wafi Mall, that advice is out of date. The announcement, issued 24 June 2026, also urged anyone with a passport already ready for pick-up to collect it at the earliest opportunity.

What it costs

These are the Consulate’s own published consular fees, charged at the cashier during your appointment.

The Consulate accepts cash or debit and credit card. Note the gap between a straightforward renewal at AED 240 and a lost ePassport at AED 600: losing the book costs 2.5 times what renewing it does, and that is before the affidavit.

No walk-ins, no exceptions

The Consulate is explicit about this. Announcement 01-2019, dated 02 January 2019, reiterates that the Consulate does not accept walk-in passport renewal applicants, following the Consulate’s advisory of 08 April 2018. A confirmed online appointment with a QR code is a general requirement, not a convenience.

Booking runs through passport.gov.ph/appointment. You fill in the required fields, then confirm the appointment by clicking the confirmation link sent to your email address, then print the application form with its barcode.

The nine steps, as the Consulate publishes them

Step 9 has a rule for anyone who cannot come themselves. An immediate family member needs an original authorisation letter, a valid ID of the authorised representative, the applicant’s old passport and the official receipt. Any other authorised representative needs a Special Power of Attorney instead of the authorisation letter, plus the same three items.

What to bring

For an ePassport renewal, the Consulate lists:

• confirmed online appointment
• personal appearance of the applicant
• printed and accomplished Passport Application Form
• original and photocopy of the data page of the current passport
• for married women using their spouse’s last name, original and photocopy of the PSA-issued Certificate of Marriage or Report of Marriage on Security Paper
• one copy of an acceptable ID
• additional supporting documents as necessary to establish citizenship, identity and lack of travel restrictions, under Section 6 of R.A. 11983

The Consulate’s general requirements list adds the original old passport, the OAV form alongside the e-passport application form, and 2 copies of the passport data page photocopy.

Two rules apply to any civil registry document you submit. Birth certificates, marriage contracts and death certificates must be issued by the Philippine Statistics Authority, and documents from a Philippine court must be apostilled by the DFA. A Local Civil Registrar copy is required only if the PSA-issued document is unclear or unreadable.

Hours, address and getting there

The Consulate General is at 851 Beirut St, Al Twar 4, Dubai, postal address P.O. Box 94778. The published routes:

• Metro Red Line: drop off at Rashidiya or Emirates station and take a short cab to Al Twar 4, roughly AED 20. The Consulate is on your right from Beirut St.
• Metro Green Line: drop off at Al Twar 4 station, about 3 blocks away.
• By bus: Bus 33 from Bur Dubai, Bus 32C from Satwa, Bus 13 from Deira, drop off at the Al Twar 4 bus stop across Al Qusais Police Station, then about a 50 m walk on your right.

The Consulate also asks visitors to come in appropriate attire, and states as policy that sandos, slippers and shorts are not acceptable.

Collect it, or lose it

Under Department Order No. 37-03, all passports unclaimed by applicants 6 months after the date of issuance are cancelled. That is not a storage fee or a warning notice, it is cancellation, and the replacement then runs through the new-passport process rather than a renewal.

While you are at the Consulate area

The Migrant Workers Office, OWWA, SSS and Pag-IBIG all publish Dubai contacts on the same Consulate page, and their deadlines interact with your passport.

Sequence matters here. A Balik-Manggagawa appointment asks for a passport valid at least 6 months from the intended departure, so a renewal that has not come back yet can stall an OEC.
