Quick answer

The Philippine Consulate General in Honolulu charges USD 60.00 for a passport renewal, USD 150.00 for a lost e-passport and USD 25.00 for most notarial and civil registry work. Cards are accepted with a 4% convenience fee. These dollar figures are the base other posts convert into local currency.

Every figure on this page is from official published documents: Philippine Consulate General Honolulu, Philippine Embassy Tokyo and Philippine Embassy Rome.

Honolulu publishes its schedule in US dollars, and that turns out to be the most useful fact about it. The dollar figures are the base rates the rest of the Philippine post network converts into local currency, so this page doubles as the key to reading every other post’s schedule.

Passport fees

Service Fee (USD)
Renewal 60.00
Lost e-passport 150.00
Lost machine readable passport 90.00
Travel document 30.00
Amendment 20.00
Passport extension 25.00

Losing an e-passport is 150.00 against 60.00 for a renewal, a multiple of 2.5, and the older machine readable passport is 90.00. An amendment at 20.00 is the cheapest passport service on the schedule, exactly one third of a renewal.

The same schedule, in four currencies

Every post converts these dollar rates. Tokyo states its conversion on the document itself, USD 1.00 = JPY 150, which makes the arithmetic checkable.

Service Honolulu Tokyo, at 150/USD Rome Milan
Renewal $60.00 ¥9,000 €60.00 €60.00
Lost e-passport $150.00 ¥22,500 €150.00 €150.00
Lost MRP $90.00 ¥13,500 not split €90.00
Travel document $30.00 ¥4,500 €30.00 not published
Notarial $25.00 ¥3,750 €25.00 €25.00
Dual citizenship, principal $50.00 €50.00 €50.00
Expedite $10.00 ¥1,500 €10.00 €10.00

Every yen figure is exactly 150 times the dollar one. The euro posts print the dollar number unchanged. That is why a fee that looks unfamiliar at one post is usually recognisable once converted, and it is worth knowing before assuming a post has quoted you wrongly.

Two posts in this batch can be read against it. Jeddah’s own RA 9225 page states US$ 50.00, which is the base rate here, alongside SAR 200.00 on its schedule. Kuwait’s KD 19.500 passport fee sits against this $60.00 base.

The individual posts are covered in the Philippine Embassy Tokyo guide and the Philippine Consulate Milan guide.

Notarial, civil registry and citizenship fees

Service Fee (USD)
Special power of attorney 25.00
Authentication 25.00
Notarials 25.00
Report of birth 25.00
Report of marriage 25.00
Report of death 25.00
Consular mortuary certificate 25.00
Affidavit 25.00
Certification 25.00
NBI clearance 25.00
Deposition, per page 25.00
Dual citizenship, adult or principal applicant 50.00
Dual citizenship, minor or derivative 25.00
Expedite fee 10.00
Photocopies of documents, per page 0.10

25.00 is the flat rate for everything except dual citizenship, which is double it. Depositions are per page, so a ten-page deposition is 250.00, the same as a student visa and more than four times a passport renewal.

The 0.10 photocopy charge is the smallest published figure anywhere in this batch, 250 times smaller than the largest.

Reacquiring citizenship is covered in the dual citizenship guide, and clearance from outside the Philippines in the NBI clearance abroad guide.

Visa fees

Visa Fee (USD)
Non-immigrant, 3 months single entry 30.00
Non-immigrant, 6 months multiple entry 60.00
Non-immigrant, 1 year multiple entry 90.00
Seaman’s visa 20.00
Immigrant, 13(a) to 13(g) 150.00
Restricted 40.00
Student visa 250.00

The non-immigrant ladder doubles then triples cleanly, 30.00, 60.00, 90.00, which is the same 1 : 2 : 3 shape Vancouver publishes in Canadian dollars and Canberra in Australian dollars. The student visa at 250.00 is the most expensive item on the schedule.

Paying

Cash, US postal money order, debit or credit card, manager’s check or cashier’s check. Honolulu is unusual in accepting cards at all: Vancouver refuses them outright and Sydney’s two pages disagree about it. The cost of that convenience is stated: a 4% convenience fee on credit and debit card payments, which on a 150.00 lost-passport replacement adds 6.00.

What this page does not cover

The Consulate publishes no processing times for any service on the schedule, only the 10.00 expedite fee that implies one exists. It also publishes no office hours or street address on the fee page read here, and its About pages describe the building’s grounds rather than giving a service address, so neither appears above.

Frequently asked questions

How much is a Philippine passport in Honolulu?
USD 60.00 for a renewal. A lost e-passport is USD 150.00 and a lost machine readable passport is USD 90.00. A travel document is USD 30.00, an amendment USD 20.00 and a passport extension USD 25.00.
Can I pay by card?
Yes, and Honolulu is one of the few posts that says so plainly. Fees are payable in cash, US postal money order, debit or credit card, manager's check or cashier's check. The Consulate notes a 4% convenience fee on credit and debit card payments.
Why do these dollar figures matter at other posts?
Because they are the base rates the network converts from. Tokyo's schedule states its own conversion, USD 1.00 to JPY 150, and every line follows: 9,000 yen is the 60 dollar renewal, 22,500 yen the 150 dollar lost e-passport, 13,500 yen the 90 dollar lost MRP, 4,500 yen the 30 dollar travel document and 3,750 yen the 25 dollar notarial.
What do notarial and civil registry services cost?
USD 25.00 each, covering a special power of attorney, authentication, notarials, report of birth, report of marriage, report of death, affidavit, certification, consular mortuary certificate, NBI clearance and depositions charged per page.
How much is dual citizenship?
USD 50.00 for an adult or principal applicant and USD 25.00 for a minor or derivative. That is the same base figure the Jeddah post quotes as US$ 50.00 on its own RA 9225 page.
What is the cheapest thing on the schedule?
Photocopies of documents, at USD 0.10 per page. It is the only fee below a dollar anywhere in this batch, and 250 times smaller than the student visa at USD 250.00.
What does a visa cost?
Non-immigrant visas run USD 30.00 for 3 months single entry, USD 60.00 for 6 months multiple entry and USD 90.00 for 1 year multiple entry, with a seaman's visa at USD 20.00. Immigrant visas under 13(a) to 13(g) are USD 150.00, restricted is USD 40.00 and a student visa is USD 250.00.
Is there an expedite option?
Yes, USD 10.00. That is the same base figure Milan and Rome publish as EUR 10.00 for expediting a notarial or a certification.
