The Philippine Consulate General in Chicago runs on appointments, but it publishes something most posts leave vague: an explicit list of who may turn up without one, and on which days.
The walk-in slots
Five categories may be accommodated even without an appointment, on work or week days except Fridays and holidays.

Three of the five require documentary proof, so none of them is self-declared. And the exclusion of Fridays leaves 4 usable days a week.
One caveat the Consulate states plainly: during processing it prioritises applicants with confirmed appointments. A walk-in slot gets you through the door, not to the front of the queue.
Walk-ins are told to use the appropriate form from the Downloadable Forms section and bring it accomplished. Personal appearance is required at all times.

First-time and renewal are the same US$60, which is not true at every post. A lost ePassport plus the affidavit comes to US$175, or US$115 more than a renewal. That addition is arithmetic on the published fees.

The travel document, and the one-month rule
A travel document is not a passport, and Chicago attaches two conditions worth knowing before you buy a ticket.
