Osaka charges the same yen figures as the Embassy in Tokyo, which is what you would expect from a national schedule. Where it differs is in when it will take your document, and in a set of translation fees that only a post in Japan needs.

Where and when

Passport fees

Service Fee
New passport, and renewal of a passport ¥9,000
Replacement of a lost or mutilated e-passport ¥22,500
Replacement of a lost or mutilated MRP or green passport ¥13,500
Affidavits ¥3,750
Self-addressed Red Letter Pack Plus from Japan Post, supplied by applicant ¥600

Losing an e-passport is ¥26,250 once the ¥3,750 affidavit is added, against ¥9,000 for a renewal, a multiple of 2.92. The older MRP or green passport is ¥17,250 all in.

These are the same figures the Embassy in Tokyo publishes on its schedule under Department Order 07-00, so the choice between the two posts is about jurisdiction and travel, not price. Requirement checklists are in the passport renewal in Japan guide, and the northern post in the Philippine Embassy Tokyo guide.

Civil registry fees, including translation

Report of Birth Fee
Report of Birth ¥3,750
Translation of the Shusei Todoke Kisai Jiko Shomeisho ¥3,750
Affidavit of Delayed Registration ¥3,750
Certified True Copy ¥3,750
Expedited services ¥1,500
Report of Marriage Fee
Report of Marriage ¥3,750
Translation of the Konin Todoke no Kisai Jiko Shomeisho ¥3,750
Translation of the Kosekitohon of the spouse ¥3,750
Affidavit of Delayed Registration ¥3,750
Certified True Copy ¥3,750

The translations are the Japan-specific cost, and they stack. A Report of Marriage that needs both the marriage record and the spouse’s Kosekitohon translated is ¥11,250 before any affidavit or certified copy, where the report alone is ¥3,750, a multiple of 3. A delayed Report of Marriage needing both translations, the delayed-registration affidavit and a certified copy reaches ¥18,750.

Registering the Philippine-side record afterwards is covered in the PSA marriage certificate guide.

Marriage fees

Service Fee
Marriage license, for two ¥7,500
Affidavit of Civil Status, for two ¥7,500
Affidavit of Parental Consent or Parental Advice ¥3,750
Solemnization of Marriage ¥9,000
Report of Marriage ¥3,750

Two of these are priced per couple rather than per person, which the Consulate marks explicitly as “for two”. A couple marrying at the Consulate without needing parental consent pays ¥7,500 for the licence, ¥7,500 for the affidavits of civil status, ¥9,000 to solemnise and ¥3,750 to report it, or ¥27,750 in total.

Authentication

¥3,750 per set and type of document, plus ¥1,500 per set and type for the express service. The phrase “per set and type” is doing real work: two different types of document are two charges, not one, however few pages each runs to.

Authentication for use in the Philippines and the separate apostille route are covered in the apostille and red ribbon guide.

What this page does not cover

Osaka publishes no processing times for any service, only the ¥1,500 expedite fee that implies one exists. It publishes no fee for NBI clearance or dual citizenship on the pages read here, and does not state its consular jurisdiction in prefecture terms, so this page does not say which prefectures belong to Osaka rather than to Tokyo or Nagoya. The Consulate’s contact page also lists an emergency telephone number that did not render completely when read on 2026-09-02, so it is not printed here.

What is the Red Letter Pack Plus for?
Return postage. The Consulate requires every passport applicant to bring a self-addressed Red Letter Pack Plus from Japan Post, costing ¥600, and to fill in the TO portion as the recipient of the mail.
When can I have a document authenticated?
Mornings only. Authentication is accepted Monday to Friday from 9:00 am to 1:00 pm except holidays, which is a 4-hour window inside a day that otherwise runs to 5:00 pm. The fee is ¥3,750 per set and type of document, with an express fee of ¥1,500 per set and type on top.

Yes. The Report of Birth page lists expedited services at ¥1,500. The same ¥1,500 appears as the express fee on authentication. No expedite option is published for passports.
