The Migrant Workers Office for Dubai and the Northern Emirates is where an OFW contract gets verified before an OEC is issued. The fee is small and the rules are specific, and most wasted trips come from the same three details.

The fee, and how it must be paid

Processing fee, on-site in person AED 40.00 cash per contract
Processing time on site ONE DAY
Payment method Cash only
Receipt Official receipt issued for each payment
Who may collect Only the official cashier

The office states plainly: do not transact with fixers. The cash-only rule and the single authorised cashier exist for that reason.

Note the fee is per contract, not per visit.

The AED 1,500 line

Every category carries the same wage floor.

Category Minimum basic wage
Skilled or company sponsored AED 1,500 per month
Domestic AED 1,500 per month
Seabased AED 1,500 per month

A contract below that does not meet the published requirement, whichever category you fall into.

What to bring, by category

Skilled / company sponsored Copies
Valid employment contract matching the worker’s visa or Emirates ID, at AED 1,500 minimum basic wage 2
Valid passport of the worker 2
Valid visa or Emirates ID issued in Dubai or the Northern Emirates 2
Domestic Copies
UAE Domestic Labor Contract or POEA Standard Employment Contract, whichever applies, at AED 1,500 minimum -
Addendum to the employment contract 2
Valid visa or Emirates ID issued in Dubai or the Northern Emirates 2
Seabased Copies
Valid employment contract matching the visa or Emirates ID, at AED 1,500 minimum 2
Accomplished one-page contract for seafarers, stamped and signed by the employer and signed by the worker 2
Valid passport of the worker 2

The seabased route runs on POLO Advisory No. 24-2022, Verification of Contract of Seafarers, and the office publishes the one-page contract for download. The seaman book requirements guide covers the Philippine-side seafarer documents.

2 copies is the constant. A representative filing for you needs an authorization letter plus a copy of their Emirates ID.

Two ways to do it

Route What it is
Online Employment Contract Verification System Apply from anywhere: document upload and validation, visa and identity verification, application status monitoring, secure payment gateway, integration for OEC issuance, digital copy of verified documents and receipt, English and Tagalog user guide
Walk-in Visit MWO-Dubai before your confirmed flight to the Philippines

The online system is integrated with OEC issuance, so verification and the certificate are one flow rather than two errands. The OEC guide covers the certificate itself and the balik-manggagawa OEC guide covers the returning worker route.

Who the online route covers

Emirate Covered
Dubai Yes
Sharjah Yes
Ajman Yes
Fujairah Yes
Umm Al Quwain Yes
Ras Al Khaimah Yes

6 emirates, by visa issued there or by working there. Abu Dhabi is a different post.

The walk-in timing rule

This is the part that costs people a trip.

Your flight When to come
Ordinary working day Before your confirmed flight to the Philippines
Saturday, Sunday or Monday The Thursday or Friday nearest or prior to the flight
Day before the flight is a holiday or non-working day The nearest working day before the flight
Confirmed flight the following day, documents not yet submitted online Covered as a walk-in case

What verification unlocks

Verification is not the end of the errand. It feeds two things worth knowing before you fly.

What Figure Where it is covered
OWWA membership contribution USD $25.00 The OWWA membership guide
OWWA membership term Until the contract expires or 2 years from contract effectivity, whichever comes first The OWWA membership guide
Travel tax, economy ₱1,620.00 The travel tax guide
Travel tax with a valid OEC ₱0.00 The travel tax exemption guide

The ₱1,620.00 economy travel tax is the practical reason the OEC matters at the airport. An OFW with a valid OEC pays ₱0.00, a saving of the full ₱1,620.00 each trip. That subtraction is arithmetic on the published rates.

OWWA membership runs to whichever comes first, the end of the contract or 2 years from its effectivity, so a renewed contract and a renewed membership tend to fall due together.

The migrant workers office guide covers how the MWO network is organised across all posts.

What this page does not cover

The pages read for this guide publish requirements, the on-site fee and the verification options, but not office hours, the online system’s own fee, the appointment slot policy, or the Tadbeer and job order checklists, so none is stated here.

For the Consulate’s own services in Dubai, including passports and the full list of Philippine government offices in the building, the Philippine Consulate Dubai guide covers the contact directory and the passport renewal Dubai guide covers the passport fee and appointment rules.

The migrant workers office guide covers the 20-post network, the OEC guide covers the certificate verification leads to, the OWWA membership guide covers the welfare fund, and the Philippine Consulate Dubai guide covers the consular side.

Frequently asked questions

How much is contract verification at MWO Dubai?
AED 40.00 in cash for each contract, for one day processing done on site in person. Payment is cash only, an official receipt is issued for each payment, and only the official cashier is authorised to collect it.
What is the minimum salary for verification?
AED 1,500 per month basic wage. That figure applies to all three categories the office verifies: skilled or company sponsored, domestic, and seabased. A contract below it does not meet the published requirement.
Which emirates does MWO Dubai cover?
Six. The online system covers OFWs whose visa was issued in Dubai, Sharjah, Ajman, Fujairah, Umm Al Quwain or Ras Al Khaimah, or who work in any of them. Abu Dhabi is served by a separate post.
Do I have to go in person?
No. There are 2 routes: the Online Employment Contract Verification System, which handles upload, identity checks, payment and OEC issuance end to end, or walk-in at the office. The online route exists so you do not have to travel.
My flight is on a Sunday. When do I go?
On the Thursday or Friday nearest or prior to your flight. The office states that OFWs whose flight falls on a Saturday, Sunday or Monday should come on the nearest Thursday or Friday beforehand. If the day before your flight is a holiday, come on the nearest working day.
How many copies do I bring?
Two of everything. The checklist specifies 2 copies of the employment contract, 2 of the passport, and 2 of the visa or Emirates ID, in every category.
Can someone else file for me?
Yes, with paperwork. A representative submitting documents on behalf of the worker or sponsor needs an appropriate authorization letter and a copy of the Emirates ID.
What do seafarers need?
The standard contract, passport and visa, plus an accomplished one-page contract for seafarers duly stamped and signed by the employer and signed by the worker, in 2 copies. The office cites POLO Advisory No. 24-2022 for this.
