LTO’s portal does not change what anything costs. It changes how long you stand in an office, and on LTO’s own published timings the difference is large.

Every figure below is LTO’s published Total Processing Time, which the charter says includes waiting time.

What does move is where you pay. On the student permit the portal takes ₱100.00 online and ₱150.00 at the cashier; a walk-in pays the full ₱250.00 at one window.

A first licence is the notable gap: the ₱685.00 New Non-Professional Driver’s License appears only as a walk-in service, at 5 hours 38 minutes. The new licence guide covers that route.
The LTO Client ID
The portal is not only a booking tool. It issues the LTO Client ID, which appears on the student permit checklist as an electronic requirement to be secured from the LTO Public Portal, on both the walk-in and portal routes. So even a walk-in applicant needs a portal account first.

Offices run 8:00 AM to 5:00 PM. LTO’s note is that if you arrive when the transaction cannot be completed within the day, you return the next working day and are prioritised at the step where you stopped.
