Government Loans Compared: What Each Publishes

Cross-agency · money

Quick answer

Pag-IBIG and SSS both lend to members, and eligibility runs through contributions. This page compares the published structure (term, contribution and where each rate is declared) rather than ranking them or stating interest rates that change.

Where these figures come from

About these figures: the numbers below come from Cross-agency's official published sources: Pag-IBIG Fund | Acquired Assets (https://www.pagibigfund.gov.ph/AcquiredAssets.html, retrieved 2026-09-01); Social Security System | SSS Contribution Table (https://www.sss.gov.ph/sss-contribution-table/, retrieved 2026-08-31). Agencies change fees and rates without notice, so confirm with Cross-agency before you rely on them. Last verified: 2026-09-01.

This page states no interest rates and ranks nothing. Lending rates are set and revised by the agencies; a figure copied here would be wrong within the year. What it compares is the published structure.

The lenders on this site

Agency Published loan products Guide
Pag-IBIG Multi-Purpose Loan, Calamity Loan, Home Improvement Loan, Housing Loan, Home Equity Appreciation Loan Housing loan, MPL
SSS Salary Loan SSS salary loan calculator

What membership costs, because eligibility runs through it

Contribution Published figure
Pag-IBIG ₱400 a month since February 2024
SSS 15% of a Monthly Salary Credit from ₱5,000 to ₱35,000, so ₱760.00 to ₱5,280.00
PhilHealth A percentage of monthly income between a floor and a ceiling
OWWA USD $25.00, valid to contract end or 2 years

You cannot borrow from either fund without being in it, which makes the contribution the real entry price.

The three calculators, and why they ask for a rate

Calculator What it needs from you
Pag-IBIG housing loan The current interest rate and term
Pag-IBIG MPL The current rate
SSS salary loan The current rate

Every one takes the rate as an input. That is the same rule applied across this site: the PhilHealth calculator, the travel tax calculator and the customs duty calculator all do it, because a rate compiled into code goes stale silently.

The one borrowing decision with fully published numbers

Buying a Pag-IBIG acquired asset is the case where the choice between paying cash and borrowing has an explicit, published price.

Mode Discount Condition
Cash 30% Paid in full within 30 days
Short-term installment 20% Equal monthly payments up to 12 months
Long-term installment 10% Up to 30 years through a Pag-IBIG Housing Loan

Worked on price alone:

Gross price Cash at 30% Long-term at 10% Cost of borrowing, before interest
₱1,000,000.00 ₱700,000.00 ₱900,000.00 ₱200,000.00
₱2,000,000.00 ₱1,400,000.00 ₱1,800,000.00 ₱400,000.00
₱3,000,000.00 ₱2,100,000.00 ₱2,700,000.00 ₱600,000.00
₱5,000,000.00 ₱3,500,000.00 ₱4,500,000.00 ₱1,000,000.00

That last column is the forgone discount, before a single peso of interest. Whatever the housing loan rate turns out to be, it is charged on top of a price that is already 20 percentage points higher than the cash price. The acquired assets guide covers the full schedule, including bulk discounts of 40% to 45% at ₱10,000,000.00 and above.

What this page does not cover

It states no interest rate, no loanable amount, no amortisation figure, no eligibility period, and no ranking. It does not compare government lending against banks or private lenders. It is not financial advice, and not a substitute for advice from someone licensed to give it.

Rates and loanable amounts are published by Pag-IBIG and SSS themselves, and should be read from them directly.

The savings page covers the other side. The acquired assets guide covers the discount schedule. The housing loan guide covers the loan itself.

Frequently asked questions

Which government loan is cheapest?
This page does not rank them or state interest rates. Rates are set and revised by the agencies, and a figure copied here would go stale. What it compares is the published structure and where each rate is declared.
Who can borrow from Pag-IBIG?
Members. Eligibility runs through contributions, published at ₱400 a month since February 2024. Pag-IBIG publishes a Multi-Purpose Loan, a Calamity Loan, a Home Improvement Loan and a Housing Loan.
Who can borrow from SSS?
Members, with eligibility again tied to contributions. SSS publishes contributions at 15% of a Monthly Salary Credit running ₱5,000 to ₱35,000, which is ₱760.00 to ₱5,280.00 a month.
How long can a housing loan run?
Pag-IBIG describes paying up to 30 years through a Pag-IBIG Housing Loan in the context of its acquired assets long-term installment option.
Is there a calculator?
Yes, three. The Pag-IBIG housing loan calculator, the Pag-IBIG MPL calculator and the SSS salary loan calculator. All take the interest rate as an input rather than assuming one.
Why do the calculators ask me for the rate?
Because an interest rate is a claim about what an agency charges today. Hardcoding it into a page means it goes stale without anything failing, so this site asks for the current figure instead.
Can I buy a Pag-IBIG acquired property with a loan?
Yes. The long-term installment option is paying up to 30 years through a Pag-IBIG Housing Loan, at a 10% discount against 30% for cash within 30 days.
Is this financial advice?
No. It sets out what each agency publishes. It does not recommend, rank or predict, and it is not a substitute for advice from someone licensed to give it.
