What it is, in PSA’s words

PSA describes a Certificate of No Marriage Record as a certification stating that a person has not contracted any marriage. It is also called a Certificate of No Record of Marriage, or a Certificate of Singleness.

PSA goes further and draws a legal distinction most guides skip:

The 60-day CENOMAR window is the tightest constraint in that list. Order it close to when the receiving office actually needs it, not months ahead: a regular apostille alone consumes 5 working days of it, and a passport at the regular rate another 10 working days in NCR.

A wrong entry is corrected through an administrative petition under RA 9048 or RA 10172, filed at the civil registry office where the record is registered. PSA publishes ₱1,000.00 for a correction of clerical error and ₱3,000.00 for a change of first name or a correction under RA 10172.
