PSA CENOMAR: Fee, Requirements and What It Proves
Philippine Statistics Authority · civil registry
Quick answer
A CENOMAR is PSA's Certificate of No Marriage Record, certifying that a person has not contracted any marriage. PSA Serbilis publishes ₱185.00 for a viewable online copy, against ₱130.00 for a birth, marriage or death certificate. It is paid at a PSA CRS outlet and viewable for 60 days.

Where these figures come from
About these figures: the numbers below come from PSA's official published sources: Philippine Statistics Authority | CENOMAR (https://psa.gov.ph/cenomar, retrieved 2026-08-31); PSA Serbilis (https://www.psaserbilis.com.ph/, retrieved 2026-08-31); Philippine Statistics Authority | Census Serbilis Center Directory, Metro Manila (https://psa.gov.ph/directory/census-serbilis-center-metro-manila, retrieved 2026-08-31). Agencies change fees and rates without notice, so confirm with PSA before you rely on them. Last verified: 2026-08-31.
A CENOMAR costs ₱185.00 as a viewable online copy, which is ₱55.00 more than a birth or marriage certificate. That gap is the whole reason people confuse the two documents, so start with what each one proves.
What it is, in PSA’s words
PSA describes a Certificate of No Marriage Record as a certification stating that a person has not contracted any marriage. It is also called a Certificate of No Record of Marriage, or a Certificate of Singleness.
PSA goes further and draws a legal distinction most guides skip:
| Status | PSA’s definition |
|---|---|
| Single | Someone who has never been married |
| Unmarried | A person previously married who was divorced or widowed |
| Single again | Where a marriage is annulled, or found void ab initio, and the person was not married previously |
The published fees
| Document | Viewable online copy |
|---|---|
| Birth certificate | ₱130.00 |
| Marriage certificate | ₱130.00 |
| Death certificate | ₱130.00 |
| CENOMAR, Certificate of No Marriage Record | ₱185.00 |
| CENODEATH, Certificate of No Death Record | ₱185.00 |
| Electronic Endorsement Request Form | Free of charge |
| Term | What PSA Serbilis publishes |
|---|---|
| Viewing window | 60 days, through an access code |
| Where you pay | Any PSA CRS outlet; personal appearance required |
| Paying elsewhere | Requests not paid at a PSA CRS outlet will not be processed |
| Paper copy | Through DocPrint at any CRS outlet, within the 60-day validity |
On the price of an ordinary delivered copy, this guide states nothing. PSA does not publish it, and the figure appears at checkout on PSA Serbilis or PSAHelpline. The PSA birth certificate guide explains that gap in more detail.
What to have ready
PSA lists exactly what it needs to issue a CENOMAR:
- complete name of the person
- complete name of the father
- complete maiden name of the mother
- date of birth: month, day, year
- place of birth: city or municipality, province
- complete name and address of the requesting party
- number of copies needed
- purpose of the certification
Note that a CENOMAR request asks for parents’ names and a birth date and place, not a marriage date. It is verified against the birth record.

Where a CENOMAR is asked for
| Where | Why |
|---|---|
| DFA passport applications | PSA civil registry documents on security paper support identity and civil status |
| DFA apostille | CENOMAR is named in DFA’s document class 2, ordered through PSA Helpline, and since 16 March 2026 apostillised electronically for Convention countries |
| Marriage licence applications | The local civil registrar’s requirement, outside PSA’s own publications |
| OWWA scholarships | Civil status documents for dependants |
What the apostille adds
If the CENOMAR is going abroad, it needs a DFA apostille on top.
| Combination | Fee |
|---|---|
| CENOMAR, viewable online copy | ₱185.00 |
| Apostille, regular, released after 5 working days | ₱100.00 |
| CENOMAR plus regular apostille | ₱285.00 |
| Apostille, expedited, released after 2 working days | ₱200.00 |
| CENOMAR plus expedited apostille | ₱385.00 |
| e-Apostille, released after 1 working day | ₱200.00 |
Those totals are arithmetic on two agencies’ published fees, not a single quoted price. The apostille guide covers the rules.
If the record is wrong
A CENOMAR that comes back showing a marriage you did not contract, or a name spelled wrongly, is corrected administratively rather than in court.
| Petition | Fee at a civil registry office | At a Philippine Consulate |
|---|---|---|
| Correction of Clerical Error under RA 9048 | ₱1,000.00 | US$50 |
| Change of First Name under RA 9048, or Correction of Clerical Error under RA 10172 | ₱3,000.00 | US$150 |
| Migrant petition, additional payment, RA 9048 clerical error | ₱500.00 | - |
| Migrant petition, additional payment, change of first name or RA 10172 | ₱1,000.00 | - |
The correction of name guide covers who may file and what to submit.

Worked totals
None of these is a PSA quotation. Each line adds published figures across agencies so you can see what a finished file costs.
| Scenario | Components | Total |
|---|---|---|
| CENOMAR alone | ₱185.00 | ₱185.00 |
| CENOMAR plus a birth certificate | ₱185.00 plus ₱130.00 | ₱315.00 |
| CENOMAR plus birth and marriage certificates | ₱185.00 plus ₱130.00 plus ₱130.00 | ₱445.00 |

| CENOMAR plus a passport at the regular rate | ₱185.00 plus ₱950.00 | ₱1,135.00 |
| A correction petition first, then a fresh CENOMAR | ₱1,000.00 plus ₱185.00 | ₱1,185.00 |
| A change-of-first-name petition, then a fresh CENOMAR | ₱3,000.00 plus ₱185.00 | ₱3,185.00 |
The clocks to plan around
| Deadline | Published figure | Where |
|---|---|---|
| CENOMAR viewable online copy validity | 60 days | This page |
| Apostille, regular release | 5 working days | Apostille and red ribbon |
| Apostille, expedited release | 2 working days | Apostille and red ribbon |
| e-Apostille release | 1 working day | Apostille and red ribbon |
| Unclaimed apostille disposed of | 3 months | Apostille and red ribbon |
| Passport release, regular, NCR | 10 working days | New passport |
| Passport release, regular, outside NCR | 12 working days | New passport |
| Passport release, expedite, NCR | 5 working days | New passport |
| Unclaimed passport cancelled | 1 year | Passport renewal |
| NBI clearance delivery, NCR | 5 working days | NBI clearance renewal |
| NBI clearance delivery, outside NCR | 7 to 10 working days | NBI clearance renewal |
| OEC validity | 60 days | OEC guide |
The 60-day CENOMAR window is the tightest constraint in that list. Order it close to when the receiving office actually needs it, not months ahead: a regular apostille alone consumes 5 working days of it, and a passport at the regular rate another 10 working days in NCR.

Frequently asked questions
- How much is a CENOMAR?
- PSA Serbilis publishes ₱185.00 for a viewable online copy of a CENOMAR or CENODEATH, against ₱130.00 for a birth, marriage or death certificate. Payment is made at any PSA CRS outlet and personal appearance is required; requests not paid at a CRS outlet will not be processed.
- What does a CENOMAR actually certify?
- PSA describes it as a certification stating that a person has not contracted any marriage. It is also called a Certificate of No Record of Marriage or a Certificate of Singleness.
- What information do I give when requesting one?
- The complete name of the person, the complete name of the father, the complete maiden name of the mother, the date of birth, the place of birth, the complete name and address of the requesting party, the number of copies needed and the purpose of the certification.
- Am I single if I was widowed or divorced?
- PSA's own page draws the distinction: in legal definitions of interpersonal status, a single person is someone who has never been married, while a person previously married and divorced or widowed is usually considered unmarried. If a marriage is annulled or found void ab initio, and the person was not married previously, that individual is single rather than unmarried.
- How long is the online copy good for?
- 60 days, through an access code. Within that window you can have a security-paper copy printed through the DocPrint service at a PSA CRS outlet.
- How do I request one?
- Three routes, the same as for other civil registry documents: walk in at a Census Serbilis Center with an appointment booked at appointment.psa.gov.ph; order online through PSA Serbilis or PSAHelpline for delivery in the Philippines or abroad; or request by post or email.
- Who delivers it?
- PSA Serbilis states its deliveries are handled only by LBC Express for nationwide delivery within the Philippines and DHL Express for international delivery.
- What if PSA has a marriage on record that is wrong?
- A wrong entry is corrected through an administrative petition under RA 9048 or RA 10172, filed at the civil registry office where the record is registered. PSA publishes ₱1,000.00 for a correction of clerical error and ₱3,000.00 for a change of first name or a correction under RA 10172.
