Consular Section Citizen's Charter 20261. PHGuides is independent and not affiliated with DFA.

The Philippine Embassy in Singapore does something most posts do not. Its Consular Section Citizen’s Charter, an 86-page document, publishes a committed processing time for every step of every service, down to the minute.

That makes it possible to say not just what a passport costs, but where the wait actually sits.

The fees

Service Charter reference Fee
Passport renewal SG_CON_P1 SGD 90.00
New passport for an infant born in Singapore SG_CON_P2 SGD 90.00
Replacement of a lost passport SG_CON_P3 SGD 262.50
Replacement of a mutilated passport SG_CON_P4 SGD 127.50
Release of a newly issued passport SG_CON_P5 No fee stated
Travel document, regular SG_CON_P6 SGD 45.00
Consularization of documents, regular SG_CON_N1 SGD 37.50

Losing a passport costs SGD 172.50 more than renewing one, close to 3 times the price. A mutilated passport costs SGD 37.50 more than a renewal. Both are arithmetic on the Charter’s own totals.

The times, and where the wait really is

Service Total processing time
Passport renewal 4 weeks and 33 minutes to 6 weeks and 64 minutes
New passport, infant born in Singapore 3 weeks and 33 minutes to 5 weeks and 64 minutes
Replacement of a lost passport 6 weeks, 1 day and 21 minutes to 8 weeks, 1 day and 30 minutes
Replacement of a mutilated passport 4 weeks and 33 minutes to 6 weeks and 64 minutes
Release of a newly issued passport 11 to 26 minutes
Travel document, regular 23 minutes to 2 days
Consularization of documents, regular 23 minutes to 2 days

Read those carefully and the shape of the wait is obvious. The weeks are printing in Manila. The minutes are the counter. A renewal asks about 33 to 64 minutes of your actual time; everything else is waiting for a book to arrive.

An infant’s first passport is quoted 1 week faster than a renewal at both ends of the range. A lost passport is quoted about 2 weeks slower, plus the extra day.

The seven steps of a renewal

This is the part no other post publishes.

# Step Time Handled by
1 Secure an online appointment and fill out the form at passport.gov.ph, the DFA GOAS 10 to 20 mins Client
2 Arrive with printed form and requirements; Embassy confirms and issues a queue number 1 to 2 mins Embassy receptionist
3 Submit form and requirements when the queue number is called; officer evaluates and endorses for encoding 3 to 5 mins Passport officer
4 Details, photos and biometrics captured on the digital capture machine 5 mins Passport encoder
5 Check biographic information, sign the enrolment confirmation and the log sheet 3 mins Client and encoder
6 Pay by Cash or PayNow; cashier issues a blue collection slip and receipt 1 to 2 mins Collecting officer
7 Application checked on the ePassport system and transmitted 1 to 2 mins Passport officer

Step 1 is the longest, and it happens at home before you travel to Nassim Road. The Embassy sends an email confirmation carrying the schedule and the filled-out form.

Collection is a separate visit, 11 to 26 minutes, and you sign on Page 2 of the passport when you take it.

Booking, and what the Charter is

Appointments go through passport.gov.ph, the DFA’s Global Online Appointment System. A Citizen’s Charter is a commitment document under RA 11032, which is why the times are stated at all rather than left vague. The anti red tape act guide covers the law behind it and the deemed-approved rule that goes with it.

The passport renewal abroad guide covers the requirements common to every post, and the passport renewal Singapore guide covers the Singapore-specific checklist.

How long does collecting the passport take?
11 to 26 minutes, with no fee. That is a separate entry in the Charter, SG_CON_P5. You sign on Page 2 of the passport when you collect it.
What do notarial services and travel documents cost?
Consularization of documents is SGD 37.50 regular, and a travel document is SGD 45.00 regular. Both are quoted at 23 minutes to 2 days in the Charter.
