Schedule of Service Fees under D.O. 07-00 and Consular Missions in Japan1. PHGuides is independent and not affiliated with DFA.

Japan is served by three Philippine consular missions, and Nagoya is the one covering the middle of the country. It is also the only one of the three that is appointment only.

The three-way split

Mission Prefectures
Consulate General, Nagoya Aichi, Fukui, Gifu, Ishikawa, Nagano, Niigata, Shizuoka, Toyama, Yamanashi
Embassy Consular Office, Tokyo Akita, Aomori, Chiba, Fukushima, Gunma, Hokkaido, Ibaraki, Iwate, Kanagawa, Miyagi, Okinawa, Saitama, Tochigi, Tokyo, Yamagata
Consulate General, Osaka Ehime, Fukuoka, Hiroshima, Hyogo, Kagawa, Kagoshima, Kochi, Kumamoto, Kyoto, Mie, Miyazaki, Nagasaki, Nara, Oita, Okayama, Osaka and others

Nagoya takes 9 prefectures, Tokyo 15. Going to the wrong one is the most common wasted trip in Japan. The Tokyo Embassy guide and the Osaka Consulate guide cover the other two.

Osaka publishes the same 9:00 to 5:00 hours but as Mondays to Fridays without the appointment-only condition. Nagoya’s schedule carries it in capitals.

Why the fees are in yen

The Japan schedule states the mechanism most posts leave implicit:

SCHEDULE OF SERVICE FEES UNDER D.O. 07-00 New Collection Rate @ USD1.00 = JPY150 Effective 1 October 2024

So the underlying figures are dollars, set by Department Order 07-00, and each post converts. JPY 9,000 is US$60 at that rate. That multiplication is arithmetic on the stated rate.

Passport and travel document

Service Fee
ePassport JPY 9,000.00
Amendment or extension JPY 3,750.00
Replacement of lost or mutilated passport JPY 22,500.00
Additional: Affidavit of Lost and Penalty Fee JPY 7,500.00
Replacement of lost MRP JPY 13,500.00
Travel document in lieu of a passport JPY 4,500.00
Expedite fee JPY 1,500.00
Convenience fee, eVisa JPY 3,750.00

A lost passport is two charges, not one: JPY 22,500 plus JPY 7,500 comes to JPY 30,000, which is JPY 21,000 more than a straightforward ePassport. Both sums are arithmetic on the schedule.

The passport renewal abroad guide covers the requirements common to every post, and the passport renewal Japan guide covers the Japanese checklist.

Certification and miscellaneous services

Service Fee
Marriage solemnization JPY 9,000.00
Registration of election of Philippine citizenship, or reacquisition by repatriation JPY 3,750.00
Administering an oath and certificate, including civil registry reports of birth, marriage and death JPY 3,750.00
Acknowledgement of a deed or power of attorney JPY 3,750.00
Authentication of a foreign or local notary or official JPY 3,750.00
Taking, transcribing and recording depositions, per page JPY 3,750.00
Certifying the correctness of a copy or extract JPY 3,750.00
Certificate for sealing a metal casket carrying the remains of a deceased Filipino JPY 9,000.00
Other certification JPY 3,750.00

JPY 3,750 is the unit almost everything here is built from, and it is US$25 at the stated rate.

The deposition line is per page, so length is what makes it expensive.

The Chinese-national single entry is the cheapest 9(a) on the schedule at JPY 3,750, but its multiple-entry rates are the most expensive of the three groups. That inversion is unusual and is on the schedule as published.

The dual citizenship guide covers RA 9225 for former Filipinos, which the 13(g) line touches from the visa side.

What this page does not cover

The fee schedule read for this guide is the Japan-wide one published by the Embassy in Tokyo. The Consulate General in Nagoya’s own website, nagoyapcg.dfa.gov.ph, was not readable when this page was written: it returns 403 to a direct request and its anti-bot interstitial did not clear in a browser. So anything Nagoya publishes only on its own site, including processing times, documentary checklists and its appointment system, is not stated here.

The schedule also does not publish passport processing times for Japan.

The Tokyo Embassy guide and the Osaka Consulate guide cover the other two missions in Japan, the passport renewal Japan guide covers the local checklist, the working in Japan guide covers employment, and the dual citizenship guide covers RA 9225.

Frequently asked questions

Which prefectures does Nagoya cover?
Nine: Aichi, Fukui, Gifu, Ishikawa, Nagano, Niigata, Shizuoka, Toyama and Yamanashi. Tokyo covers 15 others and Osaka covers the rest, so Japan is split three ways.
Can I walk in?
No. The Consulate's business hours are 9:00 A.M. to 5:00 P.M., BY APPOINTMENT ONLY. That is stricter than Osaka, which publishes the same hours Mondays to Fridays without the appointment-only condition.
How much is a passport in Japan?
JPY 9,000 for an ePassport. Replacing a lost or mutilated passport is JPY 22,500, plus JPY 7,500 in additional fees for the Affidavit of Lost and Penalty Fee. Replacing a lost MRP is JPY 13,500.
Why is the fee in yen and not dollars?
Because the schedule converts a dollar figure. It is headed Schedule of Service Fees under D.O. 07-00, New Collection Rate at USD1.00 = JPY150, effective 1 October 2024. So JPY 9,000 is US at that rate.
What does a lost passport really cost?
JPY 30,000 in total: JPY 22,500 for the replacement plus JPY 7,500 for the Affidavit of Lost and Penalty Fee. That is JPY 21,000 more than a straightforward ePassport. Both sums are arithmetic on the schedule.
Is there an expedite fee?
JPY 1,500. There is also a separate convenience fee of JPY 3,750 for the eVisa.
How do I contact the Consulate?
Hiroya Building, 3-31-3 Sakae, Naka-ku, Nagoya-shi, Aichi-ken 460-0008. Tel (+81 52) 211 8811, fax (+81 52) 265 9700, emergency (+81 90) 6580-6724, email nagoya.pcg@gmail.com.
What do notarial services cost?
JPY 3,750 for most: administering an oath including civil registry reports of birth, marriage and death, acknowledgement of a deed or power of attorney, authentication, certifying a copy, a deposition per page, and other certifications.
