The Philippine Embassy in Berlin publishes its fee schedule as an image rather than a table, dated as of 1 September 2024. The figures below were read from it directly.
Berlin is also the post that handles labour paperwork for a much wider area than Germany, which is the part most people do not expect.
Passport and travel document
| Service | Fee |
|---|---|
| e-Passport, new or renewal | EUR 60 |
| Replacement of lost e-Passport | EUR 150 |
| Travel document | EUR 30 |
| Expedite fee | EUR 10 |
The same schedule applies at the Consulate General in Frankfurt, so there is no price advantage either way. The Frankfurt Consulate guide covers the 7 federal states it serves; Berlin covers the remainder.
The passport renewal abroad guide covers the requirements common to every post.
Hours, and two calendars
| Office hours | Monday to Friday, 09:00H to 16:00H |
| Closed | Philippine and German holidays |
| Address | Luisenstrasse 16, 10117 Berlin, Germany |
| Telephone | +49 (030) 864 95 00 |
| Fax | +49 (030) 873 25 51 |
| Consular queries line | +49 (0) 173 521 5703 |
Two holiday calendars apply at once, which is why a working Tuesday in Berlin can still be a closed day at the Embassy.
The Migrant Workers Office covers five countries
This is the part that surprises people, and it has nothing to do with the consular counter.
| Service | Countries covered |
|---|---|
| OEC and verification of Balik-Manggagawa employment contracts | Germany, Belgium, Luxembourg, The Netherlands, Russia |
| Accreditation of agencies and direct hires | The same 5 countries |
So an OFW in Brussels or Amsterdam deals with Berlin for labour documents. The OEC guide covers the certificate itself, the balik-manggagawa OEC guide covers the returning worker route, and the OWWA membership guide covers the welfare side, which the Embassy also lists a contact for.

What this page does not cover
The pages read for this guide publish fees, hours, contacts and MWO coverage but not processing times, documentary checklists or the appointment slot policy, so none is stated here. The Embassy publishes a separate walk-in policy page and a revised procedures page, which were not read in full for this guide.

Frequently asked questions
- How much is a passport at the Berlin Embassy?
- EUR 60 for a new or renewed e-Passport and EUR 150 to replace a lost one. A travel document is EUR 30. The schedule is dated as of 1 September 2024 and its rate column is headed Current Rate EUR.
- What are the office hours?
- Monday to Friday, 09:00H to 16:00H, except on Philippine and German holidays. Both sets of holidays apply, so the Embassy closes on days that are not obvious from either calendar alone.
- Berlin or Frankfurt?
- Frankfurt is the Consulate General and covers 7 German federal states. Berlin is the Embassy and covers the rest. The two publish identical fee schedules, so the choice turns on where you live, not on cost.
- Can the Embassy handle my OEC?
- Yes, through the Migrant Workers Office at the Embassy. It covers Germany, Belgium, Luxembourg, The Netherlands and Russia for the OEC and for verification of Balik-Manggagawa employment contracts, and the same 5 countries for accreditation of agencies and direct hires.
- What happens if my documents get lost in the post?
- The Embassy states it assumes no liability for any loss of documents once they have been handed over to the German Post Office or courier service. So the risk transfers at handover, not on arrival.
- Which email should I use?
- There is one per service rather than a single inbox: passport, authentication, visa, civil registry, citizenship and general consular each have their own address, plus info@philippine-embassy.de for general matters.
- Is there an emergency number?
- Yes, an Assistance to Nationals hotline, plus a separate line on +49 (0) 173 521 5703 for queries on consular services. The Embassy asks that the emergency line be kept free for real emergencies.
- Is there an expedite fee?
- EUR 10, listed as a single line at the foot of the schedule. Two visa categories are free: 9(e) foreign government official and 47(a)(2) special non-immigrant, both marked GRATIS.
