Consular Fees, effective 01 September 20241. PHGuides is independent and not affiliated with DFA.

The Philippine Embassy in Madrid publishes something the other posts imply but do not say. Its fee announcement explains why a Philippine passport costs EUR 60.00 in Spain, US$60 in Chicago and NZD 105.00 in Wellington.

The sentence that explains every post’s fee list

The consular fees in local currency will be adjusted accordingly to reflect the prevailing exchange rate of the local currency with the US Dollar.

The schedule is set in dollars at the centre and converted at each post. That is why the euro numerals match the dollar ones almost line for line, and why the same service can carry a different-looking number in each country while being the same charge underneath.

It also means a published local figure is a snapshot. The current schedule is headed NEW SCHEDULE OF SERVICE FEES, Effective 1 September 2024.

Passport fees

Service Fee
ePassport EUR 60.00
Official passport EUR 60.00
Lost ePassport EUR 150.00
Lost MRRP and MRP, the brown and green passports EUR 90.00
Travel document EUR 30.00

A lost ePassport costs EUR 90.00 more than a new one. The older brown and green passports are EUR 60.00 cheaper to replace than an ePassport. Both are arithmetic on the schedule.

The passport renewal abroad guide covers the requirements common to every post.

What this page does not cover

The fee PDF read for this guide publishes amounts and the exchange-rate rule but not processing times, documentary checklists, office hours or the appointment system, so none is stated here. The Embassy publishes a Citizen’s Charter and separate service pages, which were not read for this guide.

Because the Embassy states that local fees track the dollar exchange rate, the euro figures above are the published schedule as of the date this page was verified, not a permanent price.

The passport renewal abroad guide covers the requirements common to every post, the Rome Embassy guide and the Milan Consulate guide cover the nearest large European posts, the Frankfurt Consulate guide covers Germany, and the dual citizenship guide covers RA 9225.

Frequently asked questions

How much is a passport at the Madrid Embassy?
EUR 60.00 for an ePassport, and the same EUR 60.00 for an official passport. A lost ePassport is EUR 150.00 and a lost MRRP or MRP, the brown and green passports, is EUR 90.00. A travel document is EUR 30.00.
Why do the euro amounts match the dollar ones?
Because the schedule is set in dollars and converted. The Embassy states that consular fees in local currency will be adjusted accordingly to reflect the prevailing exchange rate of the local currency with the US Dollar. The euro figures track a US dollar schedule.
Does that mean the fee can change without notice?
The Embassy's wording is that local fees are adjusted to reflect the prevailing rate. The current published schedule is dated effective 1 September 2024, so check the Embassy's own page before paying rather than relying on an older figure.
What is the difference between restricted and non-restricted aliens?
It changes the visa price. A restricted alien pays EUR 40.00 for a single entry 9(a), EUR 80.00 for 6 months multiple and EUR 120.00 for a year. A non-restricted alien pays EUR 30.00, EUR 60.00 and EUR 90.00 for the same three.
How much is dual citizenship?
The schedule lists it as Oath of Allegiance: EUR 50.00 for the principal and EUR 25.00 for a derivative.
How much is a marriage at the Embassy?
Solemnization of marriage is EUR 60.00, and an application for a marriage licence, which the schedule notes is only for solemnization of marriage, is EUR 25.00.
How much is a seaman visa?
EUR 20.00 for an individual 9(c). Crew lists run EUR 100.00 for fewer than 40 crew, EUR 150.00 for 41 to 100, EUR 200.00 for 101 to 200, and EUR 250.00 for over 200.
What is a Waiver of Exclusion Ground?
A WEG, priced at EUR 25.00 on this schedule. It comes up for minors travelling to the Philippines unaccompanied by a parent, which the Embassy covers on a separate page.
