GOAS, not passport.gov.ph
All passport applicants must book an appointment for ePassport renewal, through the Philippine Embassy Global Online Appointment System (GOAS).
That matters because it is not the system other posts use:

Who the Embassy names as applicants
Alongside residents of the three regions, the passport page names:
- Children 12 years old and below
- People with Determination (PWD)
- Pregnant women
- Senior citizens
For a special needs child, the Embassy asks you to email abudhabipe.passport@dfa.gov.ph with the subject “special needs child” rather than booking through the system.
Dress code
The same policy wording as Dubai: visitors should not come in sandos, slippers, shorts or other inappropriate attire.

The standing passport rules
- The passport is at all times the property of the Republic of the Philippines and must be surrendered on demand.
- Alteration, addition or destruction of contents is strictly prohibited and renders it invalid, with penalties.
- Using the passport as collateral is against the law and automatically renders it cancelled.
- Making false statements, or furnishing falsified or forged documents, is punishable by law.
